The taxes we pay do not have anything to do with the payment of these obligations, and there are no other debts owed by Manti City. The revenue which comes to Manti City from property taxes, sales tax, and other fees and fines has been dropping each year. These are monies which go into the General Fund. The General Fund pays for the police and fire departments, streets and road repairs, municipal court, administrative costs, health services (EMTs), flood control, garbage pickup, parks, recreation, library, cemetery, airport, and economic development. In former years there was Federal Revenue sharing and grants. There is no more Federal Revenue sharing now, and very few grants. For at least 40 years, Manti City has dipped into the reserve funds which should have been put aside for upkeep of the utility accounts. It was hoped that economic conditions would improve so that the reserves could be built up again, and meanwhile, taxes were not raised but services were maintained. About 1 2.5 of your November property tax payment will come back to Manti City. 25 of the sales tax paid in Manti City will come back to us. That is 1 .5 cents per dollar of goods purchased.
