Show Legislative Report by Representative Ray Nielsen The annual general session of the Utah Legislature ended, as usual, at midnight on No money was appropriated to fund the badly needed 33 new Highway Patrol Officers. The result will be that most areas of the state will not be covered from midnight until 6 a.m. Where would the extra money have come from? The final budget was far short of Governor Norman Bangerters request based upon Dec. 1990 revenue estimates. But more important, there were two appropriations that totalled $25 million that I strongly opposed. I thought the money should have gone to the programs discussed above. In addition, $55 million still rests in the Rainy Day fund, untouched. February 27. And, as usual, it left many things not done, as well as leaving many unhappy people. This unhappiness was caused by a lot of essential programs that were not adequately funded. This should come as no surprise to you if you read my report in last weeks newspaper. The budget will take a heavy toll, for example, on the needy. Almost 3,000 people will be eliminated from the medically needy program. Public Education, due to some last minute changes, did better than I expected, but not good enough. Higher Education asked for money to fund 6,551 additional students, but received only enough money to fund 4,623. This will almost surely result in a cap on student enrollment. The first appropriation that I strongly opposed, was a so called loan (gift?) to a near bankrupt McDonnell-Dougla- s. The focus on reading and writing at Snow College is continuing this week. March 2nd through March 9th is Light on Literacy Week in Utah. This follows the National Literacy Week, which ended the last week of February. Ephraim Mayor Robert Wamick and Snow College President Iris on March 6 in the Snow College Blue Room at 7 and 9 p.m. The film is a love story about a woman who teaches a man to read. The film is free, however donations will be accepted at the door, with all proceeds going to the Literacy Program. The club has also been involved by attending the Literacy Volunteers ofAmerica (LVA) National Conference in the fall in Salt Lake City. Several members of the group recently completed the training course conducted by LVA to become tutors of adults who wish to learn to read.
