Petersen BY BRUCE JENNINGS Concerned citizens were again present in more than the usual numbers at the Ephraim City Council meetings last week. Yes, meetings, because the Council met in a special meeting at 6 p.m. to address the zoning problems of Craig Oberg and Tom Hansen. That session, however, soon took another direction: animal control. Control doesnt exist, some of the visitors implied. Its a good ordinance, but it isnt former City enforced, Councilman Keith Keisel said. The visitors evidently want strict enforcement; they dont want dogs running loose and cows and chickens in their neighbors back yards, they indicated. The problem is partly educational, City Council member Elaine Reid commented. People moving to Ephraim think because its a small town, they can have animals on their premises, she said. Animal control will be addressed in the new master plan which is being developed, according to Councilwoman Gwen McGarry. The Council heard further about zoning in the regular meeting. Mrs. Karen Graser, representing a committee concerned with the rezoning request of a land developer for a e tract on the north side of the city, presented the Council with a list of concerns needing attention before the Council takes action on the rezoning application. The articles do not necessarily reflect official Forest Service thought or policy, but they have been reviewed for factual accuracy by a Forest Service officer. al Recreation on the Manti Division of the Manti-LaSNational Forest al five-acr- A totally absorbed in fishing. three-year-o- ld In 1914, people from the Sanpete towns invited Emery County people to meet them at Twelve-Mil- e Flat, a favorite campground on the Manti National Forest. There were horse races, foot races and baseball. More than 1,000 people were present. Jay M Raymond, who wrote a history of the Manti Forest its beginning until 1940, summarized the feelings of the settlers toward the mountain ranges: The people seemingly had, and still have, an affinity for the forest There was an attempt to get away from the humdrum and the busyness of life and also an effort to renew themselves by a return to nature. The settlers and present-da- y citizens alike enjoy a tradition of being able to get strength from being on the mountain, the source of their life." One of the first recreational areas established in the Manti. Forest was a resort built on Creek in Dry Valley by Daniel Buckley Funk. He created a lake which covered an area of 75 acres and built a resort with dance pavilion, boats, etc. He also planted 65,000 trees. Joseph E. Johnson is supposed to be the first man to have planted fish in Huntington Canyon and, with some associates, also the first to put fish in creeks further south. Today the Manti Forest provides many recreational activities including: -- Snowmobiling and crosscountry skiing; -- Mountain biking - the first ever Joes Valley Fat Tire Festival will be held on July -- Fishing two popular Electric are Lake, fishing spots which may have to be temporarily closed because low from Six-Mi- le 13-1- 4. - water is threatening the cutthroat trout, and Joes Valley Reservoir, where almost 19,000 fish were caught in 1989. -- Hunting the Manti Forest has large elk and deer herds (there are 13,000 elk and from 30,000 to 40,000 deer today). In 1985, 5,018 deer and 1,033 elk from the were iharvcsted Forest. In 1989, 6,213 deer and 1,376 elk were killed. The - number of deer hunters increased from 17,228 in 1985 to 19,036 in 1989 and elk hunters increased from 6,185 in 1985 to 7,780 in 1983. The largest herds are found in Joes Valley, Lake Flat Fork, and on Twelve-Mil- e Ruffled grouse, blue grouse, and sage grouse also inhabit the forest. These species are protected and are increasing. The blue grouse, which lives in high timbered areas, is seen by visitors. vehicle riding (a growing activity). -- Horseback riding and 450 miles of there are hiking trails on the Forest, two of which are nationally recognized: Fish Creek National Recreational Trail and the Left Fork of Huntington Canyon National Recreational Trad. most-frequentl- -Al- l-terrain - -- Camping - one activity unique to this area is the demand for campgrounds for family reunions. Forest Service records indicate that 579,767 REcreation Visitor Days (RVDs) were spent in the 25 Forest campgrounds in 1990. (An RVD is one person for 12 hours or 12 persons for one hour.) As measured in RVDs, the most popular activities on the Manti Forest are: Camping (174,158), Mechanized Travel (148,718), Fishing (100,382) and Hunting (73,564). To accommodate campers, the Forest Service operates a nationwide reservation system call MISTIX. Call or contact your local Rangers office for more information. Manti Forest Campgrounds on the MISTIX system are Flat Canyon, Joes Valley and Old Folks Flat. Charges are $6 per family or $10 for a group. Sixty-fiv- e percent of the camping fees are returned to the Forest and 25 percent to the county. Cabins are only allowed on the Forest by special permit. Three popular areas for cabins are Ferron Reservoir, Gooseberry Reservoir and Joes Valley. According to Sharon Metzler; Recreation Branch Chief, thell fastest growing Forest use is archeology (i.e. visiting historic like the sites location where the mammoth was found in Huntington Canyon). She explained that Americans want to learn when something they go on vacation." People who arent interested in skiing or mountain biking are willing to drive to historic, or sites, to - pre-histor- ic per-histor- ' a list of concerns that included these major ones: Power to the proposed student housing project should be delivered underground. Neighbors to the project would prefer that the housing be located on the north side of the site, parking on the south site. 500 students in the development could congest the area. Future growth should be spread around." Other concerns involve streets, curbs and gutters, sidewalks. Who will pay for them? A chain link fence should be installed on the south and west sides of the project, with access provided to the shopping center. The committee also asked to see the landscaping plan for the project, assurances on culinary water availability, access to the sewer lines, provisions for drainage. Council member commented, after the meeting, that it would take time to digest the committees report before making a decision on the rezoning application. But the Council did make a decision on another matter. Steve Pierro acknowledged that he had located a fence on his property that is in violation of the zoning ordinance. The city, in turn, acknowledged that the fault was not Mr. Pierros, but the citys, and agreed to compensate him for relocating the fence to conform with zoning requirements. Metzler also announced that the Forest Service is preparing an Energy Loop Tour. This guided tour will take visitors to the coal mines and power plants which rely on Forest resources, and explain their workings and value to the public. During the depression, the federal government created programs to relieve the vast unemployment. ONe that particularly benefited the Manti Forest was the Civilian Conservation Corps (CCC). The CCCs greatest contribution was building erosion control devices, roads and trails, and recreation facilities. In Utah, the CCC boys planted more than 100,000 trees during 1933-3As the Forest SErvice celebrates the centennial of the records, census records and histories.
