I have never read a fairer, better written and objective work of literature on an issue that more clearly stated a very real problem. This work of art from Mr. Call, a third party to the issue being discussed, was a true assessment of the real challenge that faces Ephraim. Apathy is the most dangerous of all challenges in any society. To be either hot or cold is better than lukewarm. At least sides are chosen when one chooses to take a stand. WHY DID SO MANY NOT TAKE A STAND? The safe ground most likely seemed to many, who chose not to cast their votes, to be the best way to vote in this pure and honest issue. Most people probably realize that the need of new streets in Ephraim was by the carefully so insensiis No one opposition. tive to believe that we do not need a mqjor renovation of our streets, so the attack on credibility of the present city administration was the real issue. Many most likely did not take the time to call members of the City Council, the Mayor or members ofthe newly appointed Streets Committee to find out what the true figures were. Our credibility was attacked very openly and with the intent to destroy or get even. I commend the opposition for waging a very crafty and politically styled battle. Our streets committee devoted many hours in finding honest answers to opinions an questions askedby the citizenry side-stepp- ed asthey sought solutions to some things we have all asked in the past. We did not stage a political campaign. Some might say that we were too honest; but as we all know honesty is what everyone wants. We not only want the true facts, we have searched them out and are slowly disseminating them to our citizens. We know it has to be slow. WE WENT TOO FAST Just so those who honestly want to know the true facts and figures in the streets proposal get the correct information and are not misdirected, we will now take the questions one at a time. The proposal was easy to misunderstand because of its complicated nature. The general public can take only one spoonful at a time. We eat and digest government very slowly as a general populous. So, keeping that very important reality in mind, we will try this time to be very methodical and simple in our efforts to help the public know for certain the real issues. QUESTION and ANSWER NUMBER ONE back, and those specifics wouldnt be available until the loan was actually applied for, after the bond approval. The dty wouldnt commit at this point to paving streets other than 4th East to 2ndWest and 3rd North to 4th South, because it will only spend what it has the ability to pay back. Some have suggested that the dty not take the loan and use the money that would have been used for payback of the loan to put in a few new streets every year. In the long run, it would be more expensive that way, and take forever, because the dty would have to hire an engineering firm to make a proposal every year, material and labor would increase, and only about To the Editor: What a huge disappointment that the street improvement bond election failed, perhaps because only 32 of the registered voters bothered to vote. Of the 1870 registered voters, 18 voted against it. Now 18 of the people have determined whats going to happen in Ephraim because people neglected their duty to vote. Unfortunately, there was about as much misinformation floating around as correct information, which muddied the whole thing. This is what we will miss having because 18 ofEphraim didnt want it. The engineers proposal is to have pavement curb to curb no more pavement only in the middle and gravel on the sides. If there is existing curb and gutter, the street width willnotbe changed Those who do not have curb and gutter will have the opportunity to have curb and gutter and sidewalk for only the cost of no labor fees, the concrete and no interest charged over four or five running blocks could be done each year. One ofthe reasons maintenance has been so poor is because the existing roads were done piecemeal, and some of the roads have only about an inch of asphalt. That was all they could afford at the time, so is it any wonder theyre falling apart? The new plan would have awritten maintenance plan an d schedule. Have you driven 1st East when school lets out? Everyone has to walk or ride their bikes in the middle of the street. We need paved roads for our kids to ride alongthe edge ofthe street, and sidewalks to walk on. We need less dirt, dust and mud. We need pride in our community. We need another chance to pass the street improvement bond. We need to get involved. - - the five-yepayback A regular Special Improvement District charges 10 interest. Answer: Certainly we will! We have just rounded the first turn in the race; its an exciting one! We are behind; but we sincerely want to thank those who so vigorously opposed this effort. We congratulate them for their masterful strategies. They were well organized in their purposes and proved their ability to cause doubt in the hearts of many citizens. We are now awake! I feel that mixing student housing throughout our dty will compromise the quality of life in our community. Increased traffic in the residential areas is a big concern. Noise and the difference in lifestyles is another. The fact the high density area includes the elementary school blockis agreat concern. That means that almost every child attending the elementary school will be passing through either high or medium density areas. I believe there are better alternatives. Two different zoning board members commented to me that every one wants the college here but no one wants student housing in their neighborhoods. Well, maybe that should tell them something. After all, this is our dty. We pay the taxes and support and serve this community too.
