Show Messenger-Enterpris- and Western Power sign contract for electrical power UMPA The Utah Municipal Power Agency and Western Area Power Administration officials have signed a contract which will allow UMPA to receive electrical power generated from the Provo River Project. The Provo River Project is a small water development project consisting of two 2.5 megawatt generators at Deer Creek Dam. UMPA is one of two preference utilities, the Intermountain Consumer Power Association being the other, which will receive the power. Power will be allocated to UMPA in proportion to their load. The contract is effective through September 30, 2008. UMPA and its member cities have been interested in acquir ing the surplus generation from the Provo River Project (Deer Creek) for some time, said UMPA General manager, G. Richard Judd. Western Area Power Administrations help was an essential element for the project to come to fruition. Levan, Manti, Nephi, Provo, Salem and Spanish fork are the Mountain Fuel Co. files rate increase application Mountain Fuel Supply Co. this week filed a general rate case with the Public Service Commission of Utah (PSC) seeking to increase the companys Utah natural gas rates by $9,559,000. If approved by the PSC, the proposed rates would increase the annual bill for the typical Utah residential customer using 115 decatherms per ear from $506.28 to $522.80. That is an increase of $ 6.52 or 3 .26 percent. However, 1 because of gas-co- st decreases, suited in rate decreases totalling $58.5 million annually. The most recent of these decreases, implemented Jan. 1, 1995, resulted in the lowest rates for Utah residential customers in almost 12 years. Reasons for the rate increase request filed today include 1) Fuels need for an aprate of return allowed propriate and 2) increases in the companys capital investment in plant and equipment and operating costs, in part due to record customer Mountain member cities of UMPA. UMPA serves as a purchasing agent ol federal power for the cities, said Judd. The contract provides for the sale of power and energy to UMPA on behalf of its members. UMPA members will receive approximately 70 percent of the output from the project, said Judd. Contract terms include the payment of all annual power plant expenses of the project, including an amount to assist the Provo River Water Users Association repayment of the U.S. original investment in the project. The signing of the contract, according to Judd, will bring a clean renewable resource without growth.
