The order alleges that upon investigation, Consumer Protection investigators learned the Bolshoi was continuing to offer for sale cruises that had been reported to the complainants as not available. The Division has ordered Stoddard and Bolshoi to halt all activities until they comply with the Consumer Sales Practice Act as it pertains to the refunding of outstanding claims.
