The president may veto a Congressional wilderness bill, but be may not designate wilderness areas himseif. “The BLM makes its recommenation to the Secretary of the Interior, the secretary makes his recommendation to the president, and the president makes his recommendation to Congress. And then Congress does whatever it wants to do,” Koteff said. Last December, Utah BLM director James Parker recommended to the Secretary of the Interior that 1.98 million acres in Utah be set aside as wilderness. The BLMconsidered 3.2 million acres for wilderness designation. Utah Rep. Jim Hansen and Rep. Wayne Owens have introduced wildemess bills in Congress.
