Show WANTS SYSTEM established THAT WILL PERMIT DE A OP OF STATES NATURAL RESOURCES I 1 before the governors congress at madison wis yesterday I 1 governor spry made a forceful address that states should control their own natural resources or at least should not be hampered to in their disposition and development in the results to be obtains ed it is not essential he said whether the government or the state t has the handling of the public land and public resources but it is t of the utmost importance that some system be perfected whereby they can be readily developed if we cannot utilize our resource resources to produce valuable abe results aid said he then we are poor indeed since poverty is the lack of property and adequate means of sup support our plan is an appeal for opportunity to make usef useful uland and profitable the great resources at t our doors we and must have them and as I 1 have before stated the question of who shall control and dispose of them is a matter tatter ri of minor Import important anc i compared with tho the need that they bo be 0 I 1 placed in tho the hands of those who will develop them and the necessity that transfers be made without the red tape and uncertainty that characterizes such conveyance as are now baade of the public lands when state selections are clear listed to the states and the states in good faith enter into contracts of sale with the bona fide purchasers it is but reasonable to demand that the national Vv government emment which through its field experts hn has examined mined and classified the lands permit titles to pass without evolving pur chaser chasers in expensive litigation and without placing the states in a position where they cannot live up to their contracts that is what we are experiencing in utah today aside from the fact that a great percentage of our lands have ben withdrawn from entry the titles to many of our school sections which we at 1 tempt to sell are clouded by arbitrary department rulings and local land office decisions to such an extent that people hesitate to enter into contracts for their purchase and all this in violation of the land grants under the enabling act of the state the rho west solicits no sympathy asks no favors pleads for no 6 1 advantage but demands consistency and fair play and equal opportunity port unity with her sister states in lit handling her resources |
