Id long since sold the pickup and I was sure the trailer registration was still in its glovebox. Well, the helpful tax commission employee gave me another phone number in Idaho to call in order to obtain a duplicate registration. I was assured this was standard procedure and in no time at all I would receive my duplicate registration. By LUCINDA M. SCHUFT Staff Writer I have come to the conclusion, after struggling for the last two years to obtain a Utah license for my horse trailer, that I may be only beginning the battle. It all started two years ago when I first moved to Utah. I drove into the State with my old beat up pickup and camper, loaded with everything I owned, dragging my horse and trailer behind. Little did I know that it may have been easier to have stayed in Idaho. morning! Safeguard, an American anti-ballist- ic missile defense system, was developed in the 1960s and deployed briefly in limited numbers in the early 1970s. Due to technological limitations of that system and some of its components, it was thought to be effective only against a limited attack, and probably useless against a large-scal- e' one. Safeguard was abandoned in 1974 under the terms of the ABM Treaty. The technical limitations of Safeguard militated against its deployment. But the decisive incentive for abandoning ABM was the belief of many Treaty advocates in the U.S. that mutual vulnerability would ensure a stable, secure peace, and end the efforts of g both sides to attain a real offensive Soviet Subsequent capability. force developments, have belied that optimism. Under the limitations of the ABM Treaty, the U.S. like the Soviet Union has continued small-scal- e development of ABM technology for possible future applications. Current research in the U.S. focuses on three defense concepts. The first, which is potentially most rewarding, but also has the highest technical risk and is farthest off, would mount directed energy weapons (either lasers or accelerators of particles) on satellites in space. These would fire beams of energy to destroy Soviet missiles in the powered of flight, just as they boosterphase rise out of the atmosphere. Important developments remain to be made in several areas of technology before such systems can be made operational. Few experts believe directed energy weapons can be placed in space before war-winnin- sub-atom- ic 1990. The second concept under development is for the missileborne interception of Soviet missiles in midcourse, while still outside the at- mosphere and before they have dispensed the several separate warheads carried on each missile. Like directed energy weapons, the exoatmospheric missiles would have the ability to destroy a large number of enemy warheads with each intercept, reducing the magnitude of the defense problem and lowering the number of defensive systems needed to handle a given threat. Most of the technology for this system is available or currently undergoing testing. However, a significant period of system development and testing must be completed before it could actually be deployed. The third concept, which currently is receiving the most attention, is low altitude interception of warheads after the atmosphere they have above their targets. The technology for this concept is well along in development.' It incorporates improvements designed to overcome the handicaps of the older Safeguard system. These include using many, quite small radars for acquisition and tracking, and better computers for battle. managing thd low altitude this system has itself, By a limited but crucial capability. Since it intercepts warheads rather than missiles, one defense missile may be needed to destroy each attacking warhead. Since defense missiles would probably cost more than warheads, the as a system would not be high-spee- d cost-effecti- comprehensive defense. But for the limited purpose of preserving a specific number of ICBMs for a retaliatory strike, this system by itself can be very effective. Low altitude interceptors can be deployed in a mobile mode, either within existing Minuteman ICBM fields or coupled with the MX system. Under attack, one or more defensive missiles would be fired to intercept a . Warhead homing in on an ICBM. The attacker would have to send a second warhead. If the ICBM is in a multiple shelter system and is protected by a single defensive missile, the attacker will have to devote 46 warheads (two per shelter) to have a high probability of killing that one nt ... ICBM. A third or fourth defensive missile could easily be added. time. This, Ive now learned, was a crucial mistake. Not only do I need to come up with a title, but I also have had to apply for a duplicate registration because I seem to have misplaced the original. I spent many hours digging through my assorted boxes of important papers and somehow determined that I did not have a title to my trailer. I located the papers which were issued to me when I picked the trailer up at the factory in 1973, but nowhere is it mentioned that any of these is a title. Finally, out of frustration, I called the Department of Motor Vehicles in Idaho. After several, calls I located a fairly Review Editor: As an employee of Davis County Schools, I feel that we should pass the leeway tax. My position offers me the opportunity to see several schools in action as well as the District Offices. I can with confidence assure the public' that there is little waste of monies at any level. Because of cutbacks this year personnel are working above and beyond what they should, to be truly effective. My concern is' that the public is not looking at their priorities as they should. With well educated children all phases of life have direct and positive results. Our priority must be the best possible education for our children which at this time includes the passage of the leeway tax. Many complaints are heard by those opposed to the needed Review Editor: Mr. Jack Olsen, an executive vice president of the Salt Lake based Utah Taxpayers Association, recently sent a letter to approximately ninety Davis County members raising several loaded questions and jumping to some loaded conclusions. This letter (the topic is the School Districts Davis October three-mi- ll 2 election proposing school tax a in- crease) contains some curious items. It flatly states: UTA feels this tax increase should be defeated, then, oddly, it asks the members how THEY feel about it! An accompanying then asks questionnaire whether the member is opposed to the increase, should UTA conduct a campaign against it, and will the member help fund the costs. I find it difficult to believe that such enlightened persons would accept slanted, undocumented materials. The letter did not include the fact that Davis School District is experiencing a funding crisis caused primarily by erosion of Federal Impact Aid. This has resulted in severe cuts in the budget. Examples: elimination of nearly forty teaching positions causing increased classloads; tax. Lets clear the air. The federal government is not allocating the money as they have in the past. The question is asked where will this additional money go to salaries or to smaller classes and better services? I am sure that it is not an either-o- r proposition. We must have an increase at all levels. We must have salaries that attract good educators. My father suggested I get a lawyer on the case. That may be a solution but Ill probably need one from each state. Then after I finally receive my duplicate registration, pay each lawyer several hundred dollars, Ill still have to pay the tax commission more money to get the license. Then theres the vehicle tax on top of that. Well, that solved that. Back to the Utah State Tax Commission. I was told there that I now must have the trailer inspected by a police officer. Because it was illegal to pull the trailer with the expired registration I made arrangements to meet the officer at the place I was keeping the trailer. That went well. It was determined that the trailer was not on the stolen property lists. I was sure this was a major step in the proceedings. Back to the tax commission people. By now Im fully convinced Ive paid my dues and the trailer license is coming. How wrong I was. A very helpful individual informed me that all I now needed was the Letters to the Editor iitniHMiw midnight with mud over my expired license plate whenever I need to move my horses. The latest update in this story is the letter I received recently. The letter, originally dated Nov. 27, 1979, told me that after 6 phone calls I had apparently given them the wrong license number. This is the third time I have received the same letter. Each time an additional note in red pen has been added telling me that my trailer is licensed to someone Ive never heard of and would I please send $3 to speedup the processing. after I arrived, I obtained Registration and title on my pickup for the State of Utah.
