This is according to John Zippro, Director of Emergency Services for Davis County. "I feel that, depending on the time element involved, we could evacuate, he said. That is, if they give a three day warning. If it is under that time, he said, we are sitting ducks. According to Zippro it would take the three-da- y period for the current Davis County Crisis Evacuation Plan to function properly in the case of a nuclear attack. The plan calls for all of Davis County residents to drive to Cache Valley. He said it calls for bulldozers to be brought in and , the buildings which have already been designated in Cache Valley to be made into shelters by pushing earth up around them. He said that people will also r need to bring three days supply of food with them. Zippro said arrangements have been made with local grocery distributors to supply food that would be needed after the first few days. When asked if he thought this plan was viable he . said as long as we have the three days warning. It isnt the best, but its the only thing we can do. The Russians, on the other hand, do not take their civil defense as lightly. Zippro said that they have facilities to save 96 percent of the Russian population including their business and manufacturing. It is estimated, he said, that 55 percent of the American population may be able to survive a nuclear attack. Zippro pointed out a quotation from Soviet Premier Leonid Brezhnev from 1973 in which he commented on the changing world situation, and a decisive shift in the correlation of forces will be such that, come 1985, we will be able to extend our will wherever we need to. Zippro said, The Russians can literally transplant a city, manufacturing and all. He said that we Americans would really be in a mess in the case of a nuclear attack. , , He credits many of the problems with civil defense in the United States to finances. The federal government has set aside 50 cents per person each year for civil defense; the Russians spend ap--, proximately $9.52 per person, he said. He also said the Russians practice using the plans Sand take refresher courses annually. We think we are the best, weve got it all, but it is no longer so, said Zippro. He said a recent exercise to test the abilities in Davis County to respond went "fairly well. f - The exercise, code named Checkerboard was designed, Zippro said, to check on the notifying procedures in the emergency system. It is strictly an exercise and they were only trying tq notify officials, he said, i He said it is then up to the officials to notify the citizens as to what to do. He said in an exercise the people on the local level arent notified beyond the officials. T A check of the local officials, who according to , Zippro would be responsible for informing the public of what procedures to follow, showed a possible .breakdown in the system. First, only three North Davis County Communities have a current plan. He said people seem to be concerned in general. r Six of 10 North Davis cities recently contacted said they did not have a plan or any particular preparations at this time. The other four did have a plan. Several of the cities emphasized the importance of 'communications in a crisis or disaster situation, but generally the cities are depending on the county to help out. ''-There were several communities that did indicate ;they had an alternative generator, however, none were hooked up. Syracuse has one of these generators and Phil Barber, city recorder, said they hope to at least be able to run the siren. !'A number of the officials contacted, who were supposedly the head of the civil defense, for the in- -, dividual cities, were not aware that an evacuation plan even existed for their city. .. Zippro said the county has drawn up a crisis evacuation plan for the entire county. He said that most of the smaller communities will have to depend upon the police and fire officials in the case of an 72-ho- , emergency. He also said that he did not feel it was important for the general public to be any more than aware there is apian for the county.
