Pat Snowball, county personnel director, said, A UAC renewal is done every year. We are in the process of an assessment right now that is due on April 18. We are updating the property and fleet list. Twenty-seve- n counties belong to UAC and the philosophy now is that because counties are unique that UAC can find insurance to fit the pool. The renewal information is completed by UAC in October and we are told how much we ow e for the next year. UAC Mutual bids out the insurance to the best company. They are a pool that has evolved since its start in 1991. It doesnt give any- Staff, Emery County Progress The Emery County Commission- ers met in their regularly scheduled meeting on March 20 at 9 a.m. A decision was made on the proposal brought before the board in the last meeting concerning a building project in Elmo. Daryl Wilcox, the mayor of Elmo had approached the county about the operation of the new facility which will include a fire station and city office, with the possibility of incorporating a senior center intothebuildingas well. The matter was discussed and it wras established that Elmo has from 10 to 12 active senior participants who are transported to the center in Huntington and are well taken care of there. Concerns w ere voiced about the effects of a commitment and a long term financial commitment. The new center would also need someone to run it, with it not being clear if this would be a volunteer or a salaried employee. Commissioner Randy Johnson said, I feel it is not appropriate the funds, where they (seniors) are being taken care of in Huntington. I make a motion not to support the Elmo Center proposal by Mayor Wilcox. The motion was seconded and passed. The item of the appointment of board members to the Emery self-insur- ed se County Water Conservancy District was tabled at this time because the district was not in a position to make recommendations at this time. Chris Justice from Carbon-Emer- y Insurance addressed the commission next. Justice said, We would like the opportunity to bid on. the auto, property, and liability insurance for the county. Many companies provide governments with insurance at competitive rates. The Utah Association of Counties Mutual, UAC Mutual, started with the idea in mind that it was difficult for smaller counties to obtain insurance. Mark Justice said, The smaller counties bought together to get a better deal. All companies do not want to do business with the gov- ernment and some companies ca- ter to government. Johnson said, We are one of the founding counties in UAC Mutual, and recently approximately $200,000 came back to the county one else an opportunity to have a competitive role. Emery County goes through a bidding process for the health insurance each year. It is a big process." Mark Justice said, UAC does bidding something called where they pick the best rate from within the system. Johnson said, We might be covering paying for losses in other counties because they are part of the bid. I think we need to get a feel for where we are with UAC. Snowball said, UAC is a large pool that covers a lot of the state, and local people dont have an opportunity to enter into the process. Kathy Justice said, We have worked with municipalities before, Huntington City and Wellington City and it is a big job." Mark Justice said, The information that is already being prepared now for UAC would be adequate to begin the bidding process. Snowball said, We advertise for the health insurance and interested agents make appointments to present their plans, I would suppose it would go somewhat like that. Mark Justice said, I would advertise the specifications of what the county needs and have companies submit proposals and the bid would have to meet the specifications of the county, I would not listen to a bunch of insurance agents make their proposals that would be a fate worse than death." Johnson said, We have had a longrelationship with UAC, but this would be an opportunity to get a feel for where we stand with UAC. JoAnn Behlingsaid, UAC Mutual was started to begin with because the cost of insurance for counties got out of hand. Snowball said, UAC also provides programs for risk management and also acts as a mother hen. Johnson said, We should evaluate what UAC Mutual provides besides insurance. We should look into it. Commissioner Hatch said, Big counties overrule the small counties and I think they are moving away from the original intent. Johnson made a motion to begin the bidding process. The motion seconded by Commissioner Sitterud. Hatch said, We need to stay on track with UAC as we look into this." Darrel Leam aster was welcomed to the meeting next to ask for the commissions approval of a list of short term and medium term projects to be submitted to the Community Impact Board. There are a total of21 projects including eight from Green River for a projected cost of $16,450,000. With $6,665,000 being asked for in grant money from the CIB. Each item on the list is considered on an individual basis except in an emergency situation. The capital improvement list was approved by the commissioners and it was decided that Leamaster would submit the list to the CIB. Kathy Truman addressed the commission next and asked their approval in applying for grants. She is working with Rosann Fillmore, the economic director, on these grants which will be used on the San Rafael Folk Art Festival, project, and a portfolio with pictures and stories about Emery County which will be on display in Salt Lake City during the 2002 Olympics for the media personnel. Also, grant money will be used for 10 community kiosks promoting Emery County. A motion was made and seconded that the Historical Society pursue grants through the Utah State History Division and the motion passed. Emery County Clerk, Bruce Funk was welcomed to the meeting. Funk said, We need to set the date for the May tax sale for collection of property taxes that are five years delinquent. Davis Spring Fish Stocking The Division of Wildlife Resources has begun its spring fish stocking of a number of lakes in Emery County. The Huntington Game Farm Pond was recently stocked with 1,000 catch-abl- e size rainbow trout and Huntington North Reservoir and Millsite Reservoir was stocked with 4,500 catchable size rainbow trout. Funk also requested approval of training funds for additional training his staff will be obtaining in matters related to the Governmental Accounting Standards Board, and approval of dragon software for Margaret Swasey. The motion to accept the check edit list, additional claims, requisitions and dispositions was made and carried. Johnson said, The land fill closure update status is due to the state and I would like a copy of the cost of this to take to the legislature next year to show them how many things are required of counties without reimbursement from the state. We need to show them the financial impact of these unfunded mandates. A motion to approve the previous meeting minutes was made and carried. The Commissioner Reports were next on the agenda. Sitterud reported, I met with First Security and they were curious about the jail, they are hungry for business and will really be aggressive; rates are down and the competition is fierce.
