One citi-- I zen expressed concern over one set of rules applying to some residents with another set applying to others. The candidates expressed their ideas about this stating that if there are ordinances not being enforced it must be looked in to. Also a citizen wondered about someone who was building without a permit and why this was al- iowed to happen. The candidates told that they knew of no instances where this was occuring and that building permits must be secured be- Arizona ($18.99) and 39th ranked Nevada ($22.29) being lower. A primary election will be held on Oct. 2. to eliminate one candidate from the race for mayor. The polls will be open from 7 a.m to 8 p.m and the election will take place in the city hall. The election for the two council member positions will be decided on Nov. 6 in the general election. ($11.97) 7th. Among the three taxes, sales taxes collected the largest share of money from Utahns. Utah sales taxes collected 30 percent more than the 19 state sales tax average of $27.31.. Four states do not collect stiles taxes: Dela- ware, Montana, New I lampshire and Oregon. Utah has the third highest sales tax among neighboring states, with Washington ($50.99) ranked 2nd and Arizona ($45.22) ranked 3rd in the nation. The amount neighboring states paid per $1,000 of personal income to sales taxes and their corresponding ranks are as follows: Wyoming ($35.52) 10th place, Nevada ($35.51) 11th, Colorado ($31.33) 15th, Idaho ($25.25) 27th, and California ($23.09) 33rd place. Of the 49 states that collect sales taxes. New Mexico collects the most at $50.94 per $1 ,000 of personal income, followed by Washington ($50.99) and Arizona ($45.22). The states with the lowest sales taxes are Alaska ($9.78), Vermont ($13.70), and Maryland ($14.11) Even though Utah individual income tax collections rose front $29.41 in 1999-9to $30.38 in 1997-9- 8 per $1,000 of personal income, Utahs rank dropped from 13th to 14th. The 3 percent increase in taxes paid by Utahns is due, in part, to Utah's failure to adjust the income tax brackets for inflation since 1972. As a result, Utahns experience an automatic tax increase every year as income increases. Utah has the third highest individual income tax among neighboring states with Orcgin ($41.38) ranked 1st and Arizona ($34.37) ranked 10th being higher.
