AT THE present time one and possibly two property owners refuse to work with the city and property easements are needed to complete the needed work on the sewer line. One owner has made the statement to city employee Carl Jensen, the only way to have the storm sewer line go through will be to take it to court. MEMBERS of the council were concerned and requested more negotiating be done so as not to have to condemn the property. City Manager Gayle Starks stated that the lines have to be installed before the end of the month or the city faces a lawsuit from the Stevenson Ditch Co. for using their ditches for the runoff. THERE IS an alternative route, but the cost would be considerable more than planned and the city didnt feel it was worth the trouble. Councilman Gene Fessler made a motion to negotiate with the property owners to get an easement and if not condemn the property in order to finish the storm sewer line. Voting was unanimous. MEMBERS OF the council requested City Manager Gayle Starks to do additional research on other cities costs for issueing building permits. The Title 20 Advisory Board set up guidelines for changing organizational procedures on how social programs should be administered in Davis County. THEY PASSED a resolution asking the Davis County Commission to meet with the heads of social service agencies once a month since no the new board will be advisory to the county commission. , social service director has been appointed. In another action, they dis- solved the present advisory board effective July 1, saying the board should provide more citizen input to the county commission. THE PRESENT board, composed mostly of social service department heads, lelt the Title 20 Advisory I .Board should be filled instead with lav people and Title 20 recipients When Recommendations for appointments to fill board positions will fall under Title 20 guidelines. Specific names will be submitted at the next meeting, in May, they decid- ed. THE CHANGE resulted from a recommendation by Dr. Russell Williams, Mental Health Director and a member of the present board. Richard Nelson, Title 20 Director said, when the program was funded last year, the state Title 20 directors had suggested a citizen input board to advise a Title 20 project. MR. STARKS stated that a few years ago there werent more than a half a dozen homes under construction at a time. Now there are more than 600 homes under construction at the same time. With HAFB and the Freeport Center there is a lot of employment in Clearfield and those people are looking for homes in this area to live in. AT THE present time Lay-to- n city has four ways of handling building costs. They are: 1. bond issue; 2. special improvement district; 1 contractor puts the lines in and the city reimburses; 4. city charges the subdivider $300 per connection with the city lines. Clearfield is presently charging $75 per connection. One suggestion was to let the contractor buy the pipes for the main lines to the sub- divisions and also charge each connection a $300 con- nection fee. THE CITY has to have the program on a paying procedure because no city department can operate with a deficit. Clearfield presently is the least expensive city to develop in. The point was brought up that some cities in Utah charge much more than the proposed increase. Many up to $1000 per hook-up- .
