PiaMic Notice Questar Pipeline Company (Questar) filed an application for a Certificate of Public Convenience and Necessity with the Federal Energy Regulatory Commission (FERC) on October 12, 2004, in Docket No. CP05-5-00The to southern transmission system in application proposes expand Questars order to meet customer demand for additional southern transmission system transmission system capacity. Questar proposes expand its southern natural-ga- s 18.7 and miles of diameter pipeline by (1) constructing operating (a) and related facilities, (b) two new compressor stations and (c) upgrades to two existing compressor stations and (2) increasing the maximum allowable operating pressure (MAOP) of a section of existing pipeline in order to provide expanded interstate transmission service. Questars proposed action is known as the Southern System Expansion Project (SSXP). Questar is an interstate natural gas pipeline company authorized to do business in the states of Colorado and Utah, among others, and regulated by the FERC. Its principal office is located at 180 East 100 South, Salt Lake City, Utah. The proposed diameter pipeline will extend Questars existing Main Line (ML) 104 from its terminus located west of Price in Section 9, Township 14 South, Range 9 East to Soldier Creek east of Price located in Section 19, Township 13 South, Range 12 East, Carbon County, Utah. Two new compressor stations will be constructed adjacent to existing Questar pipelines located in Duchesne and Utah Counties, Utah. The proposed Blind Canyon compressor site is located in Section 23, Township 11 South, Range 15 East, Duchesne County, Utah. The proposed Thistle Creek compressor site is located in Section 34, Township 1 1 South, Range 4 East, Utah County, Utah. The Oak Spring Compressor Station is located approximately ten miles northwest of the city of Price, Utah, adjacent to Questars MLs 40 and 104, in Section 36, Township 13 South, Range 8 East, Carbon County, Utah. Three compressor units are currently operated at Oak Spring. As part of its SSXP, Questar proposes to restage Compressor Nos. 2 and 3 and install two additional gas coolers and related valves and piping. All work will be completed within the existing fenced yard. The Greasewood Compressor Station is located in Section 8, Township 2 South, Range 96 West, Rio Blanco County, Colorado. Compression was installed at this site to compress natural gas volumes from Questars ML 68 into 0. 24-in- 24-in- ch ch the TransColorado pipeline. As part of its SSXP, Questar proposes to install additional yard and station piping to allow one or both of the existing compressors to provide main-lin- e compression service on ML 68 in addition to continuing to compress gas into TransColorado. With the installation of the Blind Canyon Compressor, Questar will increase the maximum operating pressure of an existing 23.5-mil- e segment of ML 40 between the new compressor station and the existing Whitmore Park block valve. A h diameter block valve will be installed on the existing pipeline located in Section 14, Township 12 South, Range 13 East, Carbon County, Utah. The attached map shows the location of the proposed facilities. A landowner information pamphlet entitled An Interstate Natural Gas Facility On My Land? What Do I Need to Know? is available on the FERCs web ste at www.ferc.gov. A separate notice is to be mailed to affected landowners and governmental entities.
