Anderson and David Benton, Sanpete Diesel, was formally approved. Terms of the agreement were not given by Mayor Kim Anderson during the meeting, but he did refer to the fact that they were a modification of a former agreement where the city would pay Anderson $16,000 for land southwest of Manti, and Benton would pay of the total amount, $8,000. Benton would also not pay utility connection fees nor the street impact fee. Mayor Anderson stated that the agreement was made by Councilman Alan Justesen, acting as mayor pro-teand would be the citys representative when the official document is one-thir- d signed. Immediately after the meeting ended, Sanpete Diesel started construction on the site, but was stopped when Sanpete County Red Tagged the proposed building saying the land was zoned as agriculturalresidential, not commercial. At that, the city approached the county and informed them that Manti would annex the property as soon as possible. According to Anderson, the county then pulled the red tag. Manti currency New Manti City currency was proposed by Caleb Mitsvotai, which would be similar to the Ithaca Hour. In explaining how it would work, Mitsvotai out the principals of wealth. Wealth, Kointed is produced by people; labor by people makes wealth. Smart people trade their labor for wealth, attracting assets. The greater the trade, the greater the wealth. Manti is a community that imports more than it exports, he said. It is a city with little or no infrastructure. Wealth is flowing out and the residents are becoming slaves of the local economy; which is typical in rural areas, he commented. What he proposed is creating a local currency based on the Manti Power Companys income. It could be called the Kilowatt, he suggested. As an example, the city could put $40,000 in the bank and issue 5,000 Kilowatts. Kilowatts could be used to purchase any item in Manti. The business accepting them would then purchase something within the city with it, etc. Mitsvotai told of a town in Austria which was economically near collapse that did a similar thing. The investment in the town jumped 215 percent. However, the Central Bank of Austria sued the town, and the town lost. Unemployment skyrocketed; the people turned to Hitler during the anschluss to be their savior. The rest is history, Mitsvotai said. There are presently about 45 towns in the U.S. which have their own money, Ithaca, NY, is one of them. y- Mitsvotai suggested the Kilowatt be based on the dollar. One Kilowatt being worth one dollar. This will increase economic activity. We can say no to grants and subsidies. Junk cars in cities using this system have started to disappear. Historic homes were restored and the children in Manti can stay here, he commented. The council tabled the issue, allowing each council member to investigate the idea on their own. website Manti resident, Mary Pipes, chided the city web site. You council for having an have a poll that's been there 14 months, she re-marked. People have asked question on the city forum but no answers have been given, Pipes added. Diane Keeler told Pipes she didnt have time or knowledge to answer residents questions on the site. Pipes said that the council members are elected people and need to answer residents questions. Out-date- d out-date- d Garbage On another subject, Councilmember Diane Keeler complained about the trash bin of Manti Market being on the street and the stores boxes being on the sidewalk. She suggested they be put in the alley by the store, but was told by Loren Thompson that the fire department would not want them blocking access in that area. Traffic concerns Keeler replied that Manti Market should have never been allowed to build their store the way they did. Another councilman, Larry Lund, was upset with the way children are dropped off at Manti Elementary School. Cars stop to let their children out and others go around the stopped vehicles, he said. City AdministratorRecorder William Mick-elso- n agreed, saying that some parents drive up from the West, drop off their kids on the Soutn side of the road, and let them run through the traffic to cross the street. He suggested the school set up a traffic pattern where there is a line of cars all going the same direction. When one or more pull up by the building and drop off their children, the others wait in line for their turn. Someone could direct traffic there and it would be much safer, he commented. The issue was tabled. Other business In other business, the council tabled a possible repair of the chimney at the Patton House. They tabled discussion of the quarter cent sales tax increase for roads. Finally, the city agreed to not charge the LDS Church an electric bill for the commissary since only the city has used the building this pak year for the municipalitys pageant dinners.
