Y- Begin- ning May 18, Utah Highway Patrol troopers will be joining troopers around the nation in a traffic safety effort known as Operation CARE (Combined Accident Reduction Effort) The goal of Operation CARE is to reduce the number and severity of motor vehicle crashes and to save lives. The present rate of safety belt usage in Utah is only 63 percent. If the usage rate were increased to 100 percent, it is estimated that 156 lives could be saved and countless serious injuries prevented. percent of the people killed on Utahs roadways were not wearing safety belts. Some people think they only need to buckle up if they are going on a long trip and will be using interstate highways. It is important to remember, that 80 percent of all crashes occur at speeds of 40 mph or less and three out of every four fatal crashes occur within 25 miles of the victims home. Throughout the state, safety belt usage is lowest in rural Utah. Two thirds of the fatal crashes occur in rural areas of the state. Because the Utah Highway Patrol is in the business of saving lives, troopers will be taking a "Zero Tolerance" approach to safety belt and child restraint enforcement from now on. Drivers who are stopped by a Utah Highway Patrol trooper, and have vehicle occupants who are not properly restrained as required by law, will receive a citation. Special emphasis will be placed on the enforcement of occupant protection laws during All American Buckle Up Week and during the Memorial Day Weekend that follows. Seventy-fiv- by 50 percent. In the All Events' Scratch, Gloria Johnson placed 27th and Renon Daniels placed 8 st out of 698 entries. Those bowlers who bowled at least a 200 game were awarded pins. They are Lisa Black, Lolly Holden, Renon Daniels (2), VaNae Bown, Gloria Johnson (3), Lois Shepherd, Fran Nielson, Tyra Breaux and Bette Jensen.
