Show MP City Council discuss water, sewer issues, bridge repair needs by Murphy Martin MT. PLEASAN- T- The city council discussed water issues and bridge repairs during a Nov. 12 meeting. Water Connection The council voted 0 to allow Paul Jorgensens request to extend a water connection outside city limits. Councilperson Bigler abstained from the vote. The city council members became involved in a lively discussion of the issue of outside water connections. Councilman Dave Blackham stated the council was trying to do the right thing by helping the Jorgensens, but was elected to protect and serve the residents of Mt. Pleasant. Councilperson Jarrett added comments about the difficulty of the issue in these times and felt the legality of the situation needed to be checked into. The council decided to form a committee to study the issue which will report their findings at the December council meeting. Sewer Extension Robert Jackman appeared before the council to request a sewer extension to his new home. He brought two estimates with him with the understand that he take the lowest bid, pay for all work done and then the city would pay him back. Councilperson Jarrett stated that was citys policy. Jackman raised the question of when payment would be made. Dixie Brunger replied by telling Jack-ma- n that he would sign a contract with the city and be paid back eventually. Jarrett clarified that Jackman will be paid back when the funds become available. The council voted 0 to accept Jackmans lowest bid. The city council approved the claims and warrants for the city, but not without inspection. Councilperson Dave Blackham raised concern of looking at so many of these items after the fact. We need to work more with purchase orders. In this time of a budget crunch, how can we be sure that the spending is justified if it is always after the fact. City Recorder Dixie Brunger added even though an item is budgeted, like books for the library, money may come in 1 12th at a time, the librarian could be over spending. He stated he expected the case will end up in Juvenile Court soon. Councilperson Bigler thanked the chief for all the hard work investigating the vandalism and tagging that took place at both the high school and Power House Park. Indiana Avenue achievement awards presented 4-- H ; MANT- I- Achievement awards night was held recently according to Nannette Despain, staff assistant. Jerry Pickett, representative of Utah Bankers Association presented prizes from various banking institutions in the area for record book awards. First Security Bank, $50 savings bonds, were presented to Charlotte Everitt, Jaylynn Olsen, Kendon Sorenson, Brian Watson and Jenny Watson. Fisher was away from home when a pipe broke, flooding his back yard. He stated he was willing to pay his fair share, but would like help with this accident. Council-perso- n Blackham asked if the city had a policy concerning such accidents. Dixie Brunger replied, there is no written policy, but the city usually averages the bills for that month over a five year period. Since other residents have been helped in the past, the council voted 4-- 0 to help Fisher out during this time. Fisher also asked to be heard concerning an irrigation pressure problem in his area. He stated' they would like to be able to use the irrigation water and save the precious resource of culinary water. They have no pressure during the daytime and it is against the citys ordinance for us to use the water at night when there is pressure. Councilperson Jarrett recommended the problem be put under the study of Richard Brotherson, the council concurred. Bridge Repair City Engineer Ron Theobald updated the council on the status of searching for money to repair the bridges stating the outlook was better than first thought. He stated the Joint Highway Committee has committed funds in the amount of about $700,000. We asked for money to repair two bridges, but this amount could repair five. The council instructed Theobald to go back to the Joint Highway Committee to ask if five bridges could be done instead of two. Theobald stated the city hasnt exhausted the grant funding, yet. The council instructed Theobald to continue looking at grant options.
