This work is being done to comply with a December 1988 regulation established by the Environmental Protection Agency that requires all underground storage tanks for petroleum products, including gasoline, diesel, or used oil or any other petroleum product, except heatingoil, w'hich is 25 years old or older or is ofan unknown age must be tested for leaks. Other sites to be tested include Kanab,Long Valley Jet., Escalante at Loa and Koosharem, and Salina. Two contractors submitted testing bids, and Petroleum Repair of Carbondale, Colo, had the apparent low bid of S4.175 when bids were opened last week, according to UDOTs Transportation News. UDOTs official engineers estimate was S7.660. The contract will be not awarded, however, until the bids are reviewed to make certain no errors were made and that all requirements were met. Project funding comes from Co-o- p ing a residence on an emergency call in which an infant was not breathing. Police responded within 30 seconds to the immediate area, but it took two minutes to check out the dwellings within the radius. Each residence was assigned numbers eight years ago through a Rotary Club project. There was a consistent pattern with odd numbers on one side of the street and even numbers on the other. Those who do not have numbers prominently posted may find emergency fire and police protection and emergency medical help delayed. Officer Johnson recommended that the city also speedily bring their emergency number into line with stateand national 911 systems. The delay is confusing to the Snow Col lege student body and new residents who assume the 91 1 system is in operation. He said that on one occasion an individual came directly to the officers home for help. Mayor Robert Warnick indicated that the expense of the 911 number has been the problem. The League of Cities and Towns had recommended that the Mountain Bell refund due patrons be used to upgrade Utahs rural 911 system. The plan has not been implemented because the metropolitan areas do not support the rural areas request.
