Show November 2, 1988 Page Five Sanpete Shopper Commission candidates reply to zoning issue MT. PLEASAN- T- Should the county have a special service district for roads? How are county building ordinances enforced? These and other questions were recently posed to commission candidates by The Pyramid staff. Following are some of those questions and the candidates answers. Responding were county commission candidates, four-ye- ar incumbent Robert Bessey, Manti, Republican, and Mt. Pleasant Mayor Amoir Deuel, Democrat, and two-ye- ar candidates, Leonard Blackham, Moroni, Republican, and Ed Painter, Spring City, Democrat. Some patrons are concerned that subdivisions in unincorporated areas do not have county enforcement resulting in the establishment of dwellings that do not conform to any kind of building code i! and without power, water, and proper sanitary faciUUes. Do you agree? If so, what do you propose to 11 f remedy the situation? If not, why? Bessey: Both the planning k commission and the county com4 missioners agree that trailers and t in subdivisions and f z dwellings areas have become unincorporated V. t an unmanageable problem. As you may be aware, on the recommendation of the zoning commission, the county commission placed a moratorium on granting any permits for trailers for a period. It appears that all of our neighboring counties (at least Utah and Salt Lake) have barred the placing of mobile homes outside of trailer t. th parks. This has caused the market to become flooded with cheap mobile homes. These trailers are now flooding our county. The Sanpete County ordinance if a property owner has five acres, water, power, and approved solid waste facilities, they may receive a temporary permit that will allow them a period of one year to make an approved permanent dwelling out of it that meets all the states building codes. Many people have no intention of building a permanent structure to replace them. This moratorium will be a hardship on honest sincere residents that e need a place to live until a permanent home can be found or states that full-tim- built I would estimate that 90 percent of the problems are caused by nonresidents who own a weekend getaway plot. A committee will be formed that will hopefully be able to find some permanent solutions and recommend them to the planning and county commissions. Until changes are made, the present ordinances need to be enforced. Blackham: I feel it is important that subdivisions and individual dwellings that are being established in unincorporated areas should be conforming to standards set so as not to be eye sores in our county. This is really a procedure and implementation problem and I feel the action of the county commissioners is appropriate, as this matter is being resolved. NORTH SANPETE SCHOOL BOARD Mt. The legislature was concerned that some counties would put the money into the general fund and use against development, but indeed should require that proper construction and sanitary requirement be met I am sure to eliminate this problem will require greater manpower, and enforcement of county zoning it for whatever. The county commission has absolutely, positively no intention of regulations. Deuel: Several land owners have approached me with the fact that they have complained to county generating any additional revenue, for roads, from the public. officials on several occasions regarding the enforcement of county zoning ordinances and have been Blackham: The issue of the special service district for road maintenance is an item that needs clarification. The reason this told the county simply does not have the resources to respond to problems in many of the outlying areas. I dont know the whole story and will notprejudge the county regarding what really happened. However, I do intend to be a fulltime commissioner with a desk at the county courthouse. How can you hope to resolve issues such as this if you are not there to work out problems as they arise? In this manner, we can keep small disagreements from growing into major confrontations where no one really comes out the winner. Painter: It would be a great day if everything was in agreement with the code. Its almost impossible to go back and enforce the code on a retroactive basis. The code should be enforced as of the present. Building permits should be issued and inspections made. You cannot legislate neatness. Some homes that are up to code are the worst in appearance due to junk stacked around and what have you. I think we need to study the problem and a new approach is needed. It doesnt take many eye sores to make an area lode bad. Unsafe wiring can be a real fire hazard. Homes should be up to standard for the benefit of all but especially for the ones that live in them. The code should also be reviewed. A special service district is being proposed for road maintenance in unincorporated areas. Since those using county roads are not limited to those living outside of incorporated areas, some feel this is unfair. County roads are used by a lot of people, including vacationers, district is being established is to follow the requirements of the state of Utah so that money available from the state can be used. These monies will not be available to Sanpete County if this special service district is not established. : It is not the purpose of this district jo add taxes to anyone. It should be noted that the public can not be assessed any tax under a special service district without the issue for county roads if counties would establish special improvement districts for road maintenance. It would be governed by a body of persons that would be ap-- Bessey: The 1988 legislature passed a law that allows the individual counties to share some of the mineral lease monies. In order to insure that the money was used strictly for roads, they required all of the counties, through their respective county attorneys, to adopt a uniform ordinance before they could receive the money. Those who sponsored. the bill were unaware of the special service district provisions in the 75- - A page bill.
