Delta Geotechnical bid $1,600 for the soils analysis and Fredrick Lorengel $1,175. for the site survey. Other bids were for the soils and foundation engineering were $2,050 by Chen and Associates, Inc. and $1,600 by Rollins, Brown, and Gunnell, Inc. Bidding on the site survey weere Donald C. Cole with $2,720, and Rollins, Brown, and Gunnell MANTI Inc $2,675. In other matters the board heard Scott Bean Superintendent recommend that the district change from the California Achievement Test to the Comprehensive Test of Basic Skills and adopt district minimums for the schools to set as target goals. He also recommended that goals be set for minimum scores for the ACT test. He said that on the ACT test the national average is 35 requiring percent the of graduating class to take the exam. It was the general feeling of those in attendance, as well as the Board Members, that this would be a positive step for the district to pursue. The Board examined reports prepared by the State Office of Education on the relative position of the schools in the state to other agencies of government and to other states in education. These reports showed a clear deterioration in state support of education in Utah. Utah has dropped to 49th in the nation in spending per student among the states in the past few years, while the education share of the state budget has decreased. Superintendent Bean discussed critical building aid with the Board. He described the law and the requirements necessary to qualify for funding from the State Office of Education. The key factor causing a problem locally is the increasing assessed value of the property in the county. This has raised the unused bonding capacity to the point that, combined with the 106 percent limitation laws, the district cannot qualify for state funds, or raise local funds to fund additional classrooms needed at the Gunnison Valley Elementary School.
