Thestatistics, since the change was made 20 years ago, when the speed limit was set at 55 miles per hour, regarding lives saved and energy and fuel saved, are staggering Does it take a genius? H. Wayne Overson’s article (“Increasing speed limits sacrifices humanlife,” Dec. 27) saysit Sometimes the politicians are just too dumb to believe. Between the lack of education, people starving on the streets, “guns don't kill, peoplekill,” our lack of medical rights, Newt, Bob and Rush and nowthespeedlimit stupidity — what's next? Please, everyone,payattention. Car accidents,if you don’t die, can really ruin your life. Don't forget, it could be someone's son or daughter, grandmother, grandfather, ete. In response, 8,800 acres in Manti Canyon were withdrawn from entry and grazing, anda local resident named Nehi Otteson washiredtoride the forest andrangeto enforce the withdrawal. With the stance of Republican U.S. Congressman George Sutherland, anofficial proclamation was signed by President Theodore Roosevelt and the Manti Forest Reserve was created in 1903. Flooding in Manti Canyon stopped. It continuedin unregulated Ephraim Canyon, The Forest Reserve Manual of 1902 stated that rangers were to enforce grazing regulations, build trails, pack, fight fires and shoot, if necessary, Grazing fees were much higher, relativeto the real dollarof thetime, than are the present fees. There continued to be skepticism or pre- about the benefits of forest and range control It was also recognized among foresters that scientific range experiments were needed to establish more clearly the relationship be- tween grazing and land deterioration. Consequently, an experimental station was estab- lished in Ephraim Canyon in 1911. It was originallycalled the Utah Experiment Station, the first in Utah and perhaps the nation. The researchers there werethe first range scientists in the United States. Various enclosures shut out livestock so that the growth within and without the enclosures could be com pared. In 1912, a watershed study was madein whichrunoff passed through a concrete basin in which theload of eroded sediment dropped, to be dried and weighed then related to both the amountof precipitation and numberof livestock on the watershed. The findings were decisive, but some ranchers expressed doubt because only one watershed was studied, A second watershed permitted controls and crossoverstudies, and the findings were undeniable: over grazing was the cause of range destruction. The Utah ExperimentStation was called by several names, the Great Basin Research Center being the most common. The forest and range east of Ephraim becamean experimental forest research area, as it remains today Eventually the station was transferred to nearby Snow College for use in an environmentaleducation center The condition of the forest and range at various sites before and after management is re- corded in photographs, the time between photographs being as long as 69 years. Probably none of the forest and range on the Wasatch plateauwill fully recover for generations, becausesoil formation takes hundredsto thousand of , depending on climate, topography. The historyof the struggle between those dedicated to keeping the forest and range healthy and the more aggressive stockmen can be found in the journals of the old timeresidents and rangers.
