This time the confusion is taking the form of a dispute between Millard County and the IPP over whether or not the county can require the project to obtain building permits and to allow county inspectors to examine structures to see if they live up to the Uniform Building Code. Whatever the eventual decision is, it will set a precedent, according to IPP spokeswoman Ann Garrett. County officials see the IPP's status as a political subdivision as limited to the boundaries of the municipalities involved in the project. IPP sees itself as autonomous - like other political subdivisions such as school districts and has offered to pay the county a -- lump sum based on the cost of building permits for auxiliary buildings and to allow the county to inspect auxiliary buildings like offices and mancamps but to keep hands off the S8.7 billion plant itself. Garrett said the IPP has very expensive quality assurance and quality control measures for extremely sophisticated equipment. She said if she were the county, she would be concerned about redundant inspections and hesitant about inspecting massive, high electrical technology generating machinery. On the other hand the county should be firm on other issues like inspecting auxiliary buildings, she said. 0 Oak Creek are open to fishing below the Forest Service boundary.
