Show SCS reorganized, Fillmore office takes on added duties The U.S. Department of Agriculture (USDA) Soil Conservation Service (SCS) in Utah has reorganized to make the best use of available funds and personnel, said George D. McMillan, State Conservationist, "Twenty four management positions were abolished and 9 new management positions established without a reduction in personnel or loss of pay for any employee, he said. This new organization reduces the number of people responsible for SCS administrative activities and increases the number of people available for assistance to landusers needing technical assistance to solve soil and water conservation problems. The reorganization retained all former field offices and personnel but eliminated Utahs three SCS administrative areas and "Area Conservationist positions at Logan, Orem, and Richfield. The number of "District Conservationist positions was reduced from 21 to 9. This reorganization was accomplished by reassignment of personnel and redescription of duties of all positions affected by the change. The 9 District Conservationists report directly to the SCS State Conservationist for Utah. They are resposible for carrying out SCS programs and activities in cooperation with Utahs 39 Soil Conservation Districts, which are local subdivisions of state government. The SCS is the only federal agency that receives appropriations from Congress earmarked for assistance to districts. This assistance is made available through Memoranda of Understanding between USDA, SCS, and the districts. "The reorganization of SCS. in Utah does not change our historical commitment or methods of providing assistance to districts, said McMillan. In the past, District Conservationists were responsible for activities within one or two counties. Now, District Conservationists are responsible for activities within two, three, or four counties. They supervise personnel in field offices located within the counties they serve. They also handle the bulk of SCS management and administrative activities, freeing up more time for field personnel to accelerate conservation program progress. The 9 District Conservationists are headquartered in Tremonton, Logan, Salt Lake City (Midvale), Provo, Roosevelt, Fillmore, Price, Richfield, and -- Cedar City. The counties served by each District Conservationist and the locations of field personnel are as follows: 1) Tremonton - Box Elder, Weber, and Morgan Counties with personnel in Tremonton, Ogden, and Morgan; 2) Logan - Cache and Rich Counties with personnel in Logan and Randolph; 3) Salt Lake City Salt Lake, Davis, and Tooele Counties with personnel in Midvale, Layton, and Tooele; 4) Provo Utah, Wasatch, and most of Summit Counties with personnel in Provo, Heber, and Coalville; S) Roosevelt Daggett, Duchesne, Uintah, and part of Summit Counties with personnel in Roosevelt and Vernal; 6) Fillmore Juab, Millard, and Beaver Counties with personnel in Nephi, Fillmore, and Beaver; 7) Price - Carbon, Emery, Grand, and San Juan Counties with personnel in Price, Castle Dale, and Monti-cell8) Richfield Sanpete, Sevier, Piute, and Wayne Counties with personnel in Manti, Richfield, and Loa; and 9) Cedar City - Iron, Garfield, Washington, and Kane Counties with personnel in Cedar City, Panguitch, St. George, and Kanab. Major duties of District Conservationists include: 1) Providing leadership in planning and implementation of soil and water conservation programs, coordinating these activities with state office programs and plans and in compliance with SCS policy and procedures; 2) Providing technical assistance to Soil Conservation Districts; 3) Representing the SCS in interagency relationships and local programs and activities in which SCS has responsibility; 4) Directing, organizing, and supervising the work of field office personnel; 5) Analyzing program needs in light of changing priorities and land uses and in terms of landowner and Ianduser demands; 6) Directing an information and education program to keep people informed of and create interest in planning for natural resource development and implementation; 7) Preparing records and reports in accordance with SCS policy and procedures and making recommendations to the State Conservationist for general program operation improvements; and 8) Providing equal employment opportunities for all subordinates, applicants, and new hires, prohibiting discrimination in employment based on race, color, religion, sex, national origin, age, or handicap condition. -- -- -- o; On March 9, 1982 the FHA members became the proud parents of a baby boy or girl egg, weighing about two oz. and measuring two to three in. long.
