Show p October increases property tax Total property taxes charged for city, county, school, and other purposes in Mt Pleasant this year increased by 6 60 mills, according to an analysis prepared by report indicates that 34 percent of the property tax collected m Mt Pleasant will go for municipal purposes, 7 percent for county purposes, and 4 percent for special district purposes A comparison of the 1977 and 1978 levies in Mt Pleasant by purpose is as follows The Foundation study points out that Salt Lake County was reappraised this year under the continuing revaluation program This program is designed to equalize property assessments among individual properties and among the several counties It has been completed m 26 of Utahs 29 counties Scheduled to be completed in 1979 are Carbon, Sevier, and Sanpete Counties Although mill levies were reduced by all taxing jurisdictions in Salt Lake County this year, the higher valuations resulting from the reappraisal program will more than offset the levy reductions for most taxpayers As a result, many property owners m Salt Lake County will experience a substantial tax increase this year despite the mill levy reduction The Foundation analysie of the 28 counties that were not reappraised this year shows that tax rates were raised in only 5 counties, were reduced in 16 counties, and remained unchanged in 7 counties Foundation researchers note that the fact that county elections are being held throughout Utah m 1978 may be a major reason for the generally lower tax rates imposed by counties this year On the other hand, of the 36 school districts located m the 28 counties that were not reappraised this year, local M ae Section Two 5, 1978 ' Sanpete Valley Hospital has received notification from the Department of Health, Education and Welfare (HEW) that it is included in a $54,558 grant to establish a home health care program for the hospital service area The announcement was made by Wayne Ross, hospital adimimstrator Home Health Care, as the name implies, is any medical service, ordered by a physician, that can be brought to the home The patient is treated in his home by a Home Health Care Nurse An example is the case of serious illness that hospitalization, requires then a long period of convalescing Upon the Doctors approval, and if the hospital has a home health care program, the patient need not spend long convalescent periods in the hospital, but may recover at home under a qualified Home Health Care Nurse who makes home visits as necessary In addition nurse can instruct the highly-trainefamily members to assist in the patient s recovery The program will be primarily aimed at senior citizens, but can be effective in any homebound d case Old Fashioned home care The obvious results of such a program are lower health care costs The program is family oriented and home care in provides the relaxed coziness of the patients own home, with the comfort of family surroundings, and home cooking to speed recovery The $54,558 federal grant that has sen ices will provide needed medical supplies and training for the use of medical appliances pi escribed under the doctor's plan of treatment Other assistance needed by the patient as determined by the physician, will be provided Vinied at local needs All four hospitals in Southern Utah connected with Home Health Care are members of Intermountain Health Care Inc (IHC) Eugene Beck, IHCs icgional administrator for Southern Utah, will have overall responsibility for the successful operation of the progiams Mr Beck has indicated that the Home Health Care program is another step in providing residents of Southern Utah with health programs aimed at their needs, designed to be high quality but economical Hospitals which are members of IHC share services among 32 hospitals in the Intermountain West Through such shared programs as purchasing, in surance, data processing, etc , IHC member hospitals costs per patient stay are 28 percent below the natinal average and 19 percent below the regional average Therefore, patients that have access to IHC hospitals not only receive quality care, but do so at economical rates, Mr Ross reported Fillmore All three hospitals began geaung up for home health care programs October 1, howerver, it will tie a couple of months before the program actually involves patients Oi iginated m Panguitch The home health care program in Southern Utah originated with Garfield Memoiiai Hospital in Panguitch which received a federal grant two years ago to establish a program in that area The success of that program steered other administrators to duplicate the services for patients in the respective hospitals' service areas The experience from Panguitch will be put to work in the othei three areas The administrators and directors of nursing of the three hospitals concerned will select a qualified, certified, registeied nurse to serve as nuise coordinator in each area The next step will be to train the nuise coordinator and nurse assistants who will work in the program A nurse from Panguitch experienced in home health care will do the training and oversee the programs development It is anticipated that the program will be available to patients in the respective areas by December 1, been approved, envisions patient revenues of another $27,210 for a total budget of $81,768 for the first year of operation The grant is to provide home health care in five Utah counties Sanpete, Sevier, Millard, Piute, and Wayne The funds will be divided between three participating hospitals that will provide the services Sanpete Valley Hospital, Sevier Valley Hospital m Richfield, and Fillmore Hospital m -- 1978 Services provided Skilled nursing care A registered nurse will carry out the physician s plan of treatment and evaluate the patient's needs She will supervise medications, give injections, change dressings, and help teach the family to care for the patient home health aides- - Home health aides w ill provide basic personal care such as bathing, dressing, feeding, and walking the patient The aide will also perform minimal housekeeping tasks to maintain order services-- A Physical therapy-contraphysical therapist will give treatment to relieve pain, develop exercises, and program to implement a self-helenable the patient to regain optimum use of his physical abilities.
