Living and working in Moroni is a privilege to me, and to see the City continue to grow as we set goals to work together is very much of an interest to me. As we strive to clean up on vacant lots and streets, I would like to see a curb and gutter and sidewalk program started. If we the people realize that if we spend our money here, there could be more businesses come to Moroni for the better environment of our city. 3. Utah's unemployment rate in the 'fourth quarter will probably drop to 5 percent, with Septembers 5.2 percent rate being the lowest reported since November, 1969. Significant em- ployment gains were posted in construction, mining and manufacturing-industri- es considered basic to a strong Utah economy. 1977 personal income in Utah is projected at 13.5 percent above the 1976 level, with real personal income up approximately 7 percent. Real personal income takes into account an annual inflation rate of approximately 6.5 percent. Utahs steel production is expected to maintain normal levels in the fourth quarter, despite layoffs and plant closings prevalent nationally. Copper production in Utah should be normal in the fourth quarter, and prices may improve modestly over the next six months as excess world inventories are reduced. Increased production in Utahs coal mining industry in the fourth quarter is expected to be near the 17 percent gain ecorded in the third quarter. Residential construction activity continued to boom during the third quarter. Seasonal factors will slow the overall magnitude of construction activity during the winter season. Volume of real estate sales slipped slightly in October, 1977 compared to previous months. Demand for credit is expected to remain strong in Utah despite the recent rise in interest rates. Measured by income generation, the construction industry was the fastest growing industrial sector in Utah in .975-7All sectors of the Utah sconomy-includiagricultural income, which declines nationally-expand- ed ng rapidly in 1976. Wages and salaries increased much faster than property income, i.e., dividends, interest and rent. While important economic sales, industrial production and unemployment-we- re sluggish nationwide in the third quarter of 1977, they are read as a transition to a slower growth rate, rather than as signs of impending recession. inIn the third quarter, short-terterest rates rose generally one percentage point and are now nearly two percentage points higher than earlier this year. want to be able to make a decent living. To curtail the growth of Mt. Pleasant is to kill the future of our town. With proper planning, Mt. Pleasant can offer bright economic opportunities and decent jobs and still maintain the (pleasant aspects of small town living. Proper planning comes when we turn to the people for their feelings, and ideas. Proper planning comes when the people turn out to vote and choose community leaders who are willing to face up to and plan for the future. Lorn Jackson: I would encourage a steady, well organized social and economical growth and development of our city to the benefit of all citizens. Dan Jorgensen: I feel that we should continue to grow and look for small industry. The council should start now sy planning for growth and the problems it creates. The council should look at other cities and benefit by their findings. What is your position on the new city manager office? Allen Beck : He is a professional in his field and as long as he continues to do his job, staying aware of all the government programs and saving the city money, Im all for the position. Glen Hardy: If we are going to keep up with the times we need someone (working full time to take care of the needs of the city to see that we get dollar received for dollar spent. Earldean Anderson: No comment, Don Chin: I agree with what one citizen said, Who would want their business run by part-tim- e managers? n Our city is now a dollar A good city manager business. provides an organized and professional approach to city government and city. Earldean Anderson: I am for growth planning, and has the ability to locate and obtain the available outside funds jif directed in the right way. Don Chin: Mt. Pleasant is going to for towns like Mt. Pleasant. Its important that the performance of our city (grow and develop because people like manager must be regularly evaluated jliving here and because the residents Junior high r mmi piMER ose 3. With the exception of the ball park, three ways are open to us for funding projects. First, government grants. Second, raise local taxes. Third, try to hold the line on local taxes and, if any local grants come our way, take them, which we have been doing, but it hasnt generated adequate money. If we aggressively seek federal grants and, if needs be, raise local taxes, we can generate sufficient money so we can make a difference in our community. In our community, we have the system for running and improving it, the only thing we really lack is the money. One tiling to remember is that local taxes come back to us directly, ederal and state taxes have a slim chance of making it back. Jack Nunley i. What projects for Moroni City would have top priority for completion? I am concerned at this time that Moroni Cty is in great need of drilling la new Water Well, and to see that the building and constructing of a large ;Head House be in process and become completed. I would like to see the development of the New City Park with future plans for Recreation Facilities, Tennis Court, Public Restrooms, Offices and a Fire jStation completed for the improvement of our city. I also would like to see the City Dump cleaned up, and a man on duty, designated to see that the trash be dumped certain days of the week in the proper place. e 2. What are your goals for 150-30- j Tiunity involved. f by are involved here. Consider the the ball park gets. There is the farm jeam, little league, pony league, colt ,.eague, town baseball, church softball .'or both girls and boys. Funding for this project should come from the people in the community who enjoy it and participate in it. Possibly civic groups, church and school might want to get I n order to justify his salary and )osition. Lorn Jackson: At the present time, and fora town the size of Mt. Pleasant I dont see the need of a city manager. There just isnt enough responsibility to warrant the office and costs. Dan Jorgenson: When this office was created, I was definitely opposed. Later, after talking with different people and knowing that times are changing fast, I am willing to listen to the arguments for the office; but as of this day, I will have to say opposed. Q. What is your attitude toward :urrent city projects such as water, sewer and power? Allen Beck: These projects are very much needed and Im glad a way has been found to complete them and not put too heavy a burden on our local citizens. Glen Hardy: I think most people will agree that these projects are long overdue. Im certainly in favor of them all the way. Earldean Anderson: I feel we need the improvements that are being considered. Don Chin: There is no question in my ,nind that the current projects are much needed. Unfortunately, these projects were put off for so many years hat they now place unusually heavy inancial responsibility on our citizens. It is the duty of our city leaders to prevent this from happening again. If elected, I would support policies providing for the regular and gradual (improvement of our water, power, and sewer systems. A special citizens :ommittee should be created to help citizens who are unable to meet the jconnection fees on the sewer project. Our community must work together and not turn our backs on those who are legitimately helpless. Lorn Jackson: The current city projects are a necessity, only late in coming in. A dream of twenty years ago has finally become true. Dan Jorgensen: I am pleased with both projects, water and sewer. If we are to grow they are a must. Q. How do you feel about city planning and proposed zoning ordinances? Allen Beck: Now is the time to do this. Other cities are now finding themselves in considerable trouble for not having taken steps earlier. Glen Hardy : This is another program .which has been needed, more so in the future. It gives the City some controls where it is needed. Earldean Anderson: We need city planning and some zoning. Don Chin: I feel a sense of pride about our city planning and the proposed zoning ordinances. While Mt. Pleasant .s out front and taking the lead, other small towns are just now beginning to see the need for planning and zoning. Through the efforts of many citizens we have already adopted a city Master Plan that will guide us through the year 2000. Soon, a citizens committee will present their final zoning proposals. People enjoy living in Mt. Pleasant; in order to maintain and improve our quality of life we need master plans and zoning laws. Lorn Jackson: City planning is an absolute must. I know of three cases where poor planning or no planning has lead to a nightmare, but I cant go along with the present maps. I would make some changes. Dan Jorgensen: No comment. Q. How do you feel about growth and development in Mt. Pleasant? Should it continue or be curtailed? How should the city handle growth oriented problems? Allen Beck: Growth will continue in Mt. Pleasant whether we like it or not. This is why we should have a Master Plan to follow that is agreeable to all citizens concerned. Glen Hardy: This is one of the reasons for these projects, water, sewer, and upgrading of the power systems.
