Utah linked By CHERYL BUCHTA : Educators will tell you that the Stanford Achievement Test scores are only one measure of a school. Theywill explain awaythe ups and downsof scores by pointing out that each year kids varyin their academic skills. Andthey'll tell you that demo- graphics makes a difference on howwell individual districts fare in the annual national comparison. Sull, that rarely stops the anxiety educators feel each year when test scores come out and they have to explain why they took a nose dive in certain subjects. Nor does it take away from the glee of pointing out a dramatic rise in other years. The Ogden SchoolDistrict has the dubious distinction of having some ofthe worst test scores in Northern Utah. Scores have dropped dramatically since 1990, somefalling as much as 10 percentile points, except in the high school. Two years ago the district, troubled by dismal reading scores, tackled the problem by switching to a phonics-based system. It was quick to warn thatit takes more than a fewyears to bring up poor scores. And they were right.
