Regularly scheduled county comission meetings have been canceled until St ptember2. 1981. However. Depute County Attorney Clayton Huntsman indicated the impact alleviation contract have fallen negotiations tht iiilH for several reasons. hrermountain Power Agency is a political subdivision of the State of Utah comprised of 23 municipalities, to construct an $8 billion 3,000 megawatt coal fired power plant near Lynn-dyMillard County. The bulk of power generated will go to the Los Angeles County to get permission from the proexpenject for every impact-relatediture. It's clear to me that IPA is really saving that the good folks of Millard County cannot be trusted to operate Millard Countv." Another problem, Huntsman said, was "For the past several months, IPX has avoided dealing through or working with the County Attorney's office. Kldon Fliason, the county attor-ncv- . has. in mv opinion, been most insightful and diligent in keeping IPA from getting away with more than it has. It's understandable, therefore, that the Los Angeles people attempt to circumvent this office. The shed containing the car that burned belonged to Bill Mundy. Jr. Homes all along the fire line behind the town were evacuated as a safety precaution and no one was injured during the fire. For a while it was feared the flames would race down Canyon Road taking all the homes in its path, but just as the situation was becoming critical in that area the wind shift turning the fire back upon itself. Crews were stationed on a standby watch throughout the night and Monday morning dawned with some trees and fence posts still smoldering, but the danger past. Starting a fire at the dump is illegal. Citizens have been warned time and again to dump their waste only and not to set it afire afterward. This is why! It is hoped that those who have been setting fires at the dump have learned a lesson from this. But for the grace of God and our firefighters' the town of Fillmore would also have gone up in flames. During the past month IPA generously informed Millard County that at least 4S() and possibly more employees would be here during the last few months of 10M. How can Millard County pos-sibl- v cope with such unexpected numbers. particulars' in view of IPA's in- transigent attitude?" Another concern. Huntsman said, is "the fact that IPA recently exercised an option on several hundred acres (lust southeast of Delta) on which to build housing for its transient workers." Huntsman said IPA can't be taxed because it is a political subdivision and is. therefore, exempt. "If Millard County cant tax IPA," Huntsman explained, then it wont be able to tax this housing development either for the same reasons. Think of the revenues Millard County will lose, and yet think of the added expense for fire, police, water, sewer, planning, and other costs that Millard County will have to bear, He said both the property and the improvements to it will be off the tax continued on page 7 Funds Approved To Upgrade Culinary Water System P). of 1.5 million gallons of water storage, replacing transmission lines between water sources and water users, and installation of a booster pump station. City officials indicate that Fillmores population has increased 48 percent during the last 10 years, causing serious inadequacies and some health problems in the culinary water system. Construction on the initial phase of the project is expected to start some time this fall. Additional funding for the project is being sought from the Community Impact Board, Intermountain Power Assn, and the Farmers Home Administration. Weather Report Thursday, 743-688- August 27.
