Smith then turned the time over to Sen. Finlinson. The senator opened his remarks by giving the Planning Commission a of the procedure and steps that need to be followed in order to get the amendment to the Master Plan and amend78 ment to ordinance properly before the County Commission for approval. At the end of the discussion Chairman Smith stated that the notice mentioned above should he approved or disapproved by the Planning Commission. Joyce Scottorn made a motion to approve the notice to be publishAt this time Tom ed. Fllison interjected that it would be proper, since they could find no real evidence that the original Master Plan of 1969 had had a public hearing and been properb adopted that we should amend the notice that was to go in the paper to include the original Master Plan. Chairman Smith asked then that an amendment be made to the previous motion to approve the suggestion made. Joyce Scottorn then made a motion that we amend the former motion to include the 1969 Master Plan for reconsideratin. Seconded Finlinson, by Lyman un- animous affirmative vote. adjourned. Joseph in making the announcement lifting the moratorium urged prompt passage of the bill sponsored by Representative Gunn McKay to remove statutory impediments to tar sand leasing. Joseph directed that preliminary leasing actions, which must be done whether or not the legislation is enacted, be initiated immediately. Officials are instructed to begin meeting with Utah state and local governments, industry, environmental groups, and other parties to determine their interest in tar sand development.
