Utah. Members present: Leon Smith. Joyce Scot-torJim Cox, Lenore Gardner. Carl Lyman, and Wanda Webb as secretary. Members excused: Commissioner Lem Lovell. Lionel Taylor. Others present: Dave Fekhoff (Fekhoff. Watson. and Preator). Ted Bishop, Jack Mehlman (IPP). Chairman Smith called the meeting to order at 7:38 p.m. Minutes of the Millard County Planning Commission meeting held July 8. 1980 were read. Motion to approve minutes as read by Joyce Scot torn, seconded by lenore Gardner, unanimous affirmative vote. First item of business w as a follow up discussion of the Ted Garfield subdivision request. Chairman Smith stated that at this rime we did not have the ' opinion" we had asked for back from the County Attorney's office and until we get that information. we cannot conclude this item of business. It is still the opinion of the Planning Commission. after much discussion. that Mr. Garfield's subdivision would not be an asset to the County, due to what the Flanning O VICTORY Commission is feels inadequate water supply, information inadequate on the sewer systems and other things that do not comply with the subdivision ordinance 75. Chairman Smith then turned the time over to Dave Fekhoff for further discussion on the conditional use permit to be issued to IPP. Dr. Fekhoff felt there were two more ideas that should be included in the permit, one was that the project should sumit to the Planning Commission an annual update of the information that is contained in the application for Conditional Use Permit. Commissioner Lovell turned the time over to Commissioner Maxficld who introduced the subjects to be discussed and then turned the meeting over to Senator Finlinson and Dr. Eckhoff. Senator explained the progress of the nego- tiations between the county and IPP for the Conditional Use Permit. Mr. Finlinson then reviewed the sources of funding available to alleviate the impact caused by IPP. Among the sources listed were: 1. Senate Bill 67 - Impact Alleviation. 2. Special Service Dis- trict. 3. Guaranteed Bonds. 4. Loan Funds. 5. Tax. 6. Prepaid Sales Lease Purchase. 7. InterLoeal Cooperative Agreement Act. A discussion was then held on the issue of the Special Service District to alleviate impact fundWells ing problems. Kenney made a motion that the group present approve the changing of ordinance 78 and approve a conditional use permit for IPP. Motion seconded by Homer Petersen and passed. Homer Petersen made a motion that the county take the lead in organizing a committee which will include County, all cities, and special taxing districts, this committee will work to get the front end money into circulation. The motion was seconded by Alan Nielsen and passed unanimously. No appointments were made for the committee, a meeting date will be arranged later after committee the is formed.
