Notice and hearings were had and a resolution adopted by the County establishing the district. Under the provisions of after the adoption the district so established becomes a separate body politic district from each County or municipalThe district thus ity. has independent power to contract, sue or be sued, to purchase, to receive grants, loans or funds or to bond or borrow, etc. ' The administrative control board of the district is composed of electors from 3 to 7 in numbers appointed from the geographical area involved by the County Commission when the resolution creating the district is adopted. The Control board of the district appropriately contacted bonding company officials and noticed an election for selling bonds to finance recreational improvements. Other expenses were incurred appropriately by the Control board for architectural help. When the election to approve the bond failed the district was and is without funds. The ty advanced the district funds to hold a proper election. Under the proof the visions of Utah statutes service district indebtedness is not enforceable against state, County, municipality, school district or other public corporations. Extreme concern is expressed in behalf of memthe public-spiritebers of the Control board who are perhaps unjustly criticized for their efforts in what many felt was in the best interest. The County recommends the granting of assistance by the public sector and the private sector alike to assist the district with their indebtedness. Millard County Commission By Eldon A. Answer: Although the hunting seasons have just recently ended, now is the time to plan for next years hunts. Many employees must put in for vacation time at the beginning of each year. To help those sportsmen needing to plan months in advance, the major seasons will open as follows: Archery deer, August 16; rifle deer, October 18; open bull elk, October 1; fishing. May 31. A rule of thumb is that the fishing season opens on the Saturday closest to June and the general deer hunt on the 3rd Saturday of October.
