Due to newly enacted state law, Fillmore City passed an ordinance providing for the filing of petitions as a means of becoming a candidate for City office. The provisions with reference to the reqlureinonts of the petitions was considered rather strict, however, and the precinct officers of the Republican party felt It would tie expedient to call a primary and prepare one petition for the entire ticket selected. Inasmuch as the Democratic precinct officers Indicated that they were not going to call a primary, the Republicans did not feel like holding strictly to party lines. The purpose of the primary was to get one good complete ticket In the fb Id. The primary was very well attended, about eighty voters pai tlcipating It was a good representative group, with a comparitlvely large number of ladles present, and nearly every major family represented.
