He stated that having the draft lottery now will enable the young men who face possible Induction next year to know their relative chances of Induction so that they are better able to clan ahead. He added that an annual lottery drawing also Is part of the plan for a standy by draft, and that even with an force young men could far Induction because of a national emergency at some future date.
