Rosenthai, a prominent advocate of greater federal protection for the consumer, charged in a 68page report that the country’s 139 local Better Business Bureaus (BBB) were avoiding their potential as a bridge between the business community and the government. “By every objective standard,” the report said, “BBB's LUTE"SONG PRINTS serve as the agents of the business community and reflect all the biases of that community against the consumer movement and government regulation of anti-consumer practices in the marketplace.” Rosenthalcalled for a drastic overhaul of the bureaus’ financing, perhaps through subsidies from consumer groups.
