So it was something of a surprise Thursday when the government permitted UNICEF, the U.N. Children’s Fund, to release a report saying the malnutrition rate among Iraqi children actually has fallen significantly since 1996. UNICEF attributed the drop primarily to an exemption in the sanctions that allows the Iraqi governmenttosell its oil to buy food, medicine and other humanitarian supplies. “Tt is undeniable that the oil-for-food program has had a positive impact on the wellbeing of children in Iraq,” said Carel de Rooy, the director of UNICEFoperations in Iraq. According to a survey UNICEFconducted in conjunction with Iraq’s Ministry of Health, the number ofchildren suffering from chronic malnutrition fell from 32 percent in 1996 to 23 percentthis year. The number of children who are underweight dropped from 23 percentto 9 percentin the same period. Although the survey was finished over the summer,U.N. U.N. officials said they were told the report needed to be approved by several people indifferent ministries, but they believed [Iraqi officials were worried about releasing a report that would run contrary to official pronouncements. A few days ago, U.N. officials were told they could issue the report. But when UNICEF held a news conference at a Bagh- dad hotel to release the tions, a conspicuous presence at most news events here, were absent. At the news conference, de Rooy was at pains to men- tion that more needs to be done in the area of children’s nutrition. Nearly 1 million Iraqi children still suffer from chronic —— he said. “This " he said. “More still needs to be done to end the suffering of a generation of children.” He also posed a rhetorical close and destroy Iraq’s weap- onsof mass destruction. Bushhas spent much ofthe summit emphasizingthat Dec. 8 could be a trigger date for war if Iraq fails to disclose all its weapons capabilities by then, as called for in the U.N. resolution. Thathasput him at odds with a number of members of the United Nations and its secretary-general, Kofi Annan, who havesaid it could take months of inspections to determine whether Iraq is honestly disclosing its weaponsstock. But Thursday, Britain’s Prime Minister Tony Blair sought to gloss over differences and highlight the unanimity of the statement. “What you'll find here at the NATO summitis a totally united determination on behalf of the international community, reflected in the U.N. resolution, that Saddam Hussein has to disarm himself,” Blair said following a meeting with Bush. While Germany joined in the statement, it made clear that it has no intention ofreversing a pledge by its chancellor, Gerhard Schroeder, to have studied the conditions in Iraq said theybelieve that fig ure to be inflated Margaret Hassan, of the aid organization Care Internation He said he expects the im provements in nutrition to translate into a reduction in childhood mortality, although he said UNICEF has not yet started a studyof that issue. TheIraqi governmentsays 1.7 al, called the UNICEF figures “incredibly important,” but she warned against “blowing up the importance of discrete million children have died from disease, malnutrition and change in society.” items to reflect an overall PRE-HOLIDAY SALE WHYPAY MORE?
