Schmid Associated Press Writer Americas response to the 1980 census already has exceeded the original hopes of the Census Bureau. Deputy Commerce Secretary Luther 1L Hodges Jr., reported Friday. Most families were asked to fill out and mail back their census forms as of April 1, and bureau offlcals had set a goal of 80 percent response. "As of the close erf business yesterday (Thursday), census offices around the country reported they had received 83 9 percent of the census forms from households which were asked to mail them back, Hodges said. Census Director Vincent Barabba upgraded his reaction from the "satisfied of a week ago with the progress of the response. He predicted the mailback rate could top 85 percent Barabba said the response means the bureau will not be asking for a second $25 million supplemental appropriation that had been contemplated. Hodges noted that the mailback rate "directly determines the size and the cost of the followup Job. For every 1 percent mailed back over the 80 percent target, some 12.5 million in followup costs can be saved. There have been problems, both men agreed, and Barabba noted that the lowest response rates have been in major urban areas such as New York, Chicago and Los Angeles. WASHINGTON There has been no organized boycott of the census this year as there was in 1970, Barabba noted, and that has helped considerably also. The president, he said, "has a good idea whnt he will do next" and it will be in the area of "economic and political pressure." Powell added, "We have foregone the use of military steps, we have not foreclosed it " Carter has said repeatedly that if the hostages are not freed, hp will step up pressure on Iran little by little so Tehran is paying a higher and higher price for its actions Will Take Some Time As for the failure of most U S allies to take ac tions backing Carter's latest efforts against Iran. Powell said, "We recognize that those are not decisions that they can make in a day or two " He said it "is something that will take some time. Carter himself asked the allies once again Friday to impose sactions against Iran and at the same time, he noted the U S. commitment to protect West Berlin Carter made the statements during a meeting with West Berlin Mayor Dietrich Stobbe. whose city is a symbol of Americas decision to pro ide military protection to its European allies. Acknowledges Disappointment In a speech Thursday, Carter acknowledged for the first time he has been disappointed by the limited steps other countries have taken to pressure Iran to release the 50 American hostages. The same day, foreign ministers of the Common Market nations met in Lisbon and failed to impose sanctions against Iran or reduce the size of their embassies in Tehran as Carter suggested. Instead, they voted to condemn Tehran for holding the hostages. Stobbe offered to serve as an envoy for Carter in explaining the U.S. policy on Iran to the German people. "Very often the Europeans, and especially West Berliners, ask for American help," he said. "And now we are in a situation where the United States of America asks for active solidarity of the Europeans. As the mayor of Berlin, I can only tell you that I really can understand the sorrows you have with the Iran case, and I will do my best In order to tell the people in my country what you are thinking about as solutions we should try."
