and ruin rain gang many gentlemen stood in the corridors and upon the stairway ahila others went vent away on account of nut not being able to gain admission at chairman dooly called the meeting to order and secretary heber M wells read the address anica is as follows follow THIC THE ADDRES J to the citizens of salt lake city in view of the guear approach of the municipal election anu the present condition of municipal affairs taira af the un undersigner undersigned under der signed respectfully enite your attention to the following statement of facts acts submitting the same tor for your careful and candid consideration and ana trusting such action may be taken by the he electors all a will best beat serve their interests and correct the evils which now exist in the city government we view the matter of municipal govern ment as properly belonging within the range of the administration of business affairs rather than to the domain of party politic icIL it is IB well understood by every citi zen that a municipality is IB not conati buted for the purpose of advancing or promoting theories of government or dealing with political questions its ito powers bring being defined by the Le legisla gials t tui u i e and possessing none not af firma dively granted we submit that the true method of administering its affairs Is ie upon the most rigid principles and purely as aa a bui tea matter that and government ot of a city can only be expected when placed in the hands of hon estand cap aide men I 1 naiad of the idea of pro jiuing positions poel tiona of honor and profit tor for political partisans and seeking to multiply places for such the true function as aside from th emere preserve tiou or the peace is best beat performed by taking a and intelligent view or the sources and amount of rev revenues etues that way may be raised consist ent with thu the ready acquiescence of the taxpayers and maintaining the munt muni cip a i government within a reasonable limit to ro rothene these general principles all will readily assent A glance at the present administration of city allaire will show how bow completely kill all those these accepted maxims ot or government ifor the year of 1892 showing total receipts from taxes fixes licenses licensee etc I 1 total disbursements excess expenditures for 1892 for seven months of 1893 ending july slat gist adding thereto seven twelfths of the revenue to be derived from the direct taxes licenses etc would be S expenditures for the same period excess of expenditures tor for first seven months 1898 S total bonded indebtedness at the present time warrants outstanding and unpaid I 1 july 31 1893 W water ater certificates due to the people 00 total indebtedness adato to this amount the undertaken on an the be contracts fur for the gravity sewer and the city and coun y building which are estimated to be not less leea than these figures simply show that t luce the present administration has haa been in power the city is ie expending an amount fully double its receipts from all ordinary sources source from the above it is th t the debt contracting power under the act of congress Jon gress is ie very nearly if not qui a reached and the obtaining ol 01 0 means by the issue of bonds for further improvements improvement is prohibited by the laws of the united 15 states tates without charging bad motives to the present municipal council or heads beads 0 departments there seems to have been a most moat reckless rec klesa extravagance its ita appearance pe arance everywhere in the affairs of 0 the municipal government makes it difficult to select instances in the department of waterworks water works murke great outlying sections of the country pra practically otic uninhabited have been grid ironed with water pipes for periods of one to two years representing iu expenditure many thousands of 01 dollars and remaining without auy any connau tion with any source of supply of 0 water whatever thus burdening the people not only with the original cost but the interest on the indebtedness thereby incurred while there Is ia absolutely no necessity for it what everand remains renn alus to the breive prese t time wholly unused thin phase of municipal ext extravagance aud and an attempt at real estate booming at the public expense is exhibited on what is known as the north bench of this city property and which sums suma so raised are not included antho ID the receipts shown in the appended statements sta the inquiry naturally arises how has baa it been possible poa aible to t x penu so large an amou abou t of money with so BO small a result it simply illustrates how reckless reck leai has baa been the expenditure and how has baa keen been the conduct of the city govern ment in so applying tto tte revenues as ai to enable it to present to the citizens citi xeng sens improvements improvement prove pro ments with the burdene laid upon them the engineering department of the city to IB also albo chargeable with moat ot extravagant expenditure not only in the amount by the city directly in maintaining it but also to the citizens in the enormous bume exacted in proportion to the work actually done in making surveys survey B of private property proper lu in carrying out absurd in cutting and filling to excess where the natural grades are more serviceable as aa well as more beaul ful und and especially has baa this plan resulted reul ted and is g continually in dentro destroy yi ig g a large proportion of the shade bade trees which now constitute oue one of the most beautiful features of our olty city adding ad u ing greatly to th the a comfort and health of its citizens citi and which have ben produced by years of labor and care all progressive citizens advocate that we continue the steady march of improvements heuts we desire the completion of our sewer system the completion of the city hall balls the extension of our paving tig the ut of sidewalks as well as all other classes 01 01 improvements which are provided for by special taxes but we insist that all assessments made fur for such improve ments shall nut not excell their approximate cost but in the matter of these theme local assessments sess ments for sidewalks al dewalk paving and tue extension of bowers it has haa become notorious that the estimates maue anu and payments exacted are frequently nearly double the actual coat of the t to be made and that the payments pay menta once made have been retained many months before the he overburdened citizens could obtain even a report as to the excer and no effort is apparently being made to reimburse theiu thein for these unjustifiable exactions the city has thus extorted from the citizens large sums of monty money mont y in excess t f the reasonable requirements for the purposes for which exacted and instead ot of being preserved as a surplus burp us of that particular ular fund has bite been lawlessly expended or wasted in other ways until under the present condition of an exhausted treasury there is no prospect of its ever ben beila g returned unless there is a change in the cju ca not of public affairs thorough radical ana complete these instances are cited as illustrative merely rl of the methods that are universally pursued the taxpayers should awake to a real odthe of the tact fact that the enormous burden ui oi indebted uese now incurred t a charge and mortgage upon their property and for years to come will bia b burden upon their efforts anti and ind stry atry that a continuation of approaching the present methods of extravagance e and a 8 will wili hopelessly bankrupt bank ban bupt krupl the city and inv dinv ive in financial ruin the Citi citizens zeus as wel welli lor without public credit being bein maintained it will be impossible lor for private credit to be upheld auder existing circumstances we submit that the only rational and like view of the situation that cau can be taken is in to at bouce correct the he evils complained of to do this imposes upon the next municipal ski ad ministration the most moat patriotic and economical conductor conduct 01 its affairs taira af salaries ot of
