Show washington LETTER washington NoToN D 0 aug the house today passed the wilson bill for the unconditional repeal of 01 the tb purchasing clause of the sherman silver bliver law but this was waa merely a preliminary skirmish to the great legislative battle that to la to be fought in tte senate over silver some ugly talk JB is being indulged in by of those who voted for repeal lu in the Hi hiuer uee 0 ou on the promise that further silver le Jeg gillia iaia tion should at ali once follow because of the movement now under way to pre iv vent the house undertaking any other financial legislation at al the extra session sio nand and if the movement succeeds there will be more of the talk an examination of the entire debate in the house will show that a large majority ot of those who voted for repeal announced themselves as and many of them stated in their speeches that they would vote for repeal because they expected silver legislation to tollow follow A bill for a single gold standard could not get forty votes votes in the house although there to is doubt notwithstanding the positive prediction ot of such senators as gorman german hill morrill and allison as an to the outcome of the silver battle in the senate I 1 there is little or none noce BB as to the fate of the wilson bill which has just passed the house it will be pigeon hole bole I 1 by the finance committe to which it will be referred ret erred as soon as it goes to the senate I 1 be fight in the senate will be over the voorhees bill which after providing for the repeal of the purchasing clause of the sherman law declares it to be the policy of this government to maintain a bimetallic currency the administration is making every effort to secure votes for the voorhees bees bill irum from the th southern senators who ho have been claesen among those opposed to unconditional unconditional il repeal and this week president cleveland is coming back to washington wash angion to help numerous gains sire are claimed but the only names yet mentioned are th abee se of senators call and pasco of florida who are said to have screed agreed to follow the example exam ole of senators vorhees and hill in making free coinage speeches anu ana then voting for repeal the ibe work is however only half done when a majority of promised votes have been obtained lor the vorhees bill the bill cannot be passed unies it be e voted upon and it cannot be voted U ul on until the consent cout ent of practically all of the senators has been ot pained efforts Effort sare are now being made to reach an aa agreement as to the length of time the bill shall be debated and to set a day for taking thle the vote but some of the senators will have to undergo a great change of mind before anything definite comes of them tue ane senators from the silver states say tt it will be time enough to talk about setting a time to vote after the subject has been debated a reasonable time it Is in understood that the administration senators made an unsuccessful attempt to make a deal with the R republican publican silver alver senators to secure the setting of a u ate to yote voie on the voorhees bill in return for their promise to let the tariff alone during this stallion of congress the proposition for the repeal of the tax on state bank currency la is illy dead fur for awhile as aa a majority of 0 the house committee on banking and currency i to which the bill provi providing dilg for the repeal was referred to la opposed to the bill the some committee also as before it the bill providing for the exchange of united stats states bonds r currency whenever their owners were willing to give up the lot int tor for the use of the cur currency remey and so ao many objections nave been raised against it that its ita favorable report to the house is ie doubtful the new rules for the government of the house have been completed while they are not so strict as aa wed used by the last Ha publican house they are much stricter than those used by the last laet H use and RIMY any extended filibustering will be very difficult if not impossible senator li dire has baa introduced a bill tuat would if it wore were a law accor accomplish more practical reform in tile the civil service than all the laws rl now w on the statute books have heron been able to do up to two this time it provides lor taking the appointment of fourth class post musters mastera entirely out of partisan t politics which would certainly be an improvement on the present of appointing them there is little probability however that the till bill will ever become a law it might get through the senate as aa the senators have but little personal inter interest at in the matter but it would stand aland no show in jhb house for the average representative uses the fourth olaes postmasters of hla his district to control the party machine and to maintain his bib personal ascendancy the last day of the silver debate in the house was by long odus odds the moot interesting nearly every speaker being a man of national reputation among them were ex speaker reed B urke cockran Oo wilson of west virginia private PY john allen alien of Mimis mississippi sippi and bland of missouri the silver leader of the house |
