Energy security is a vital link also between national military security on the one hand, and economic security at home ... Oil imports are the greatest single factor in the high inflation which afflicts our country. ... we will never reach our goals of energy security without a nationwide determination to use energy more the best energy that we can describe or efficiently encompass is that which we save, which we do not waste. Its the quickest, cheapest, cleanest way to increase the reserves of energy which we actually need to consume. . ... if we can launch successfully a clear, dedicated, persistent effort that will involve literally millions of Americans ... we can finally achieve the purpose that we endorse. We can accomplish 25 percent reduction in energy use for transportation, for heating and cooling buildings and for industry. This morning . more than 52 million Americans drove to work alone. If just half these commuters had doubled up, the country could have saved 14.7 million gallons of gasoline this day. Thats 375,000 barrels of oil. As we enter our heaviest driving season of the year, I call on all members of the private and public sectors to encourage ride sharing and transit use, promote better driver efficiency, and to inform the public through various means of education and promotions and advertisement, of the methods and the advantages of conservation. The most difficult single job in the entire crucial effort in our country to save energy and to give us better national security is to convince every single American that he or she, as just one individual, can take action that will be truly significant. . . . . As a child and teenager the 4th of July had great meaning to me. Our streetrs were lined with Old Glory. When the topic of the United States of America came up, one swelled with pride, eyes swelled with tears and we would give up our lives to preserve this fine land. Last week was the 4th of July and only six flags were displayed on 5400 South. I am speaking of a well populated area of two and one half miles. Two hundred and forty-seve- n days ago American hostages were taken in Iran. They still sit or lay there seemingly deserted by their American country. Our flag has been torn, sliced, talked on, and burned before our eyes and we did nothing. Old Glory, Dont Tread on Me, America The Beautiful, Land Of The Free, Home of the Brave, etc. Where has it all gone? so sanctimonious and yet We are all so look at the last few years of our country. 1. The pueblo, 2. Three assassinations, 3. The Panama Canal give away, 4. Vietnam, 5. Watergate, 6. Iran, Cuba etc., etc., etc.. We as lovers of a fine America can not even make our voices heard in Washington. We as Americans can not even even spend find time to vote. We as Americans can NOT 35.00 for a wire to President Carter to voice our wants in OUR country. We sit by and let our country go to the dogs. What a slap in the face to our forefathers who gave us our Constitution of the United States or to our relatives who died in battle so that we may have this fine land and government today. So, we just sit back and let some fat cats in Washington screw up this country while we hide our heads in the sand. We need not spend money on defense items nor do we need an army to defend us against other nations. The way we are going, we will destroy ourselves in only a few more years. We are letting other countries walk on us while we pay them to develop stronger arms against us. We are even starving our Golden Agers with pennies from Social Security so that we can pay physically fit freeloaders who come from generations of welfare freeloaders. Of course we have those who really need temporary help, but the red tape does not work for those who are on their feet most of the time. We do help those who put the government over for millions of 7. dollars. We tax the homeowner who keeps up and improves his property to the limit while the neighbor who has a yard and home that looks much like the city dump pays very little in tax dollars. We spend over 100 days to plan a rescue mission in Iran with our BEST HEADS IN WASHINGTON only to flub out. For the grand old dollar, illegal aliens were extorted and dumped in the desert to die.. We pay more tax dollars for more man power and that same man power from the top on down always has their hand out for more money, yet these gross boo boos happen over and over again. We do, however, tell other nations that they are Wrong, bad and not as humane as we are. We shot to kill, even if it is the wrong person. We kill a man who tries to educate his own children in a moral manner. We have become a joke that isnt funny. Why worry and spend money to defend ourselves against other nations when we are doing a good job of destroying ourselves. Those boys and men who went to Vietnam, some injured, are not even being taken care of by the government who sent them there. They are not treated as the W.W. II vet was. Some of them went to war trusting in the government that made this a free nation and we (we are our government) walked out on them when they needed us the most. Yes, we are the government even if we dont vote, even if we dont write letters, even if we dont own or display a flag and the one BIG message we are sending to our leaders in Washington and seers in other countries is that WE AGREE with it all. After all, we are silent and our silence says its okay with us. Yes, we pay our tax dollars and call ourselves AMERICAN, but what have we done to add to its glory, greatness or to give it pride again? Each one of us is AMERICA. Are we cashing in on our share of OLD GLORY now and running like a coward? Oh, you are too busy with the kids, church, business, etc. And when your children or grandchildren ask why we no longer have a free and proud nation, will you hold your head up proudly and say, I was really busy with the kids, church and work. I meant to get involved but never had time. Do you own even a $1 flag that you hang proudly in silent support of your freedom or in respect of those hostages? Do you even remember the hostages in your prayers? Editor, I hope that at least someone out there will read this and try harder to help our America to grow and become a better place. Article XIII Section 3 of the Utah Constitution states that the legislature shall provide by law a uniform rate of assessment and taxation on all tangible property in the state, according to its value in money.. (Fair cash value). The state legislature, in 1 of the Utah statutes, set an assessment rate of 20 percent for all taxable property (the assessed value of a piece of property is equal to 20 percent of its fair cash value.) A 1982 revaluation of Weber County will probably result in at least a doubling of the market or appraisal value as it is currently indicated on the assessment notice...and you are saying to yourself, and that means will that my taxes double! automatically Wrong! Your taxes may increase but they certainly should not double. There is even some questions as to whether .your property taxes should increase at all. of the Utah State Statutes provides that in the year of revaluation most of the taxing bodies can not increase their property tax revenues by more than 6 percent. The levies, tax rates, set for bonded indebtedness and the levies set under the minimum school finance act were exempted from this 6 percent limit. Thus, increased the revenues from revaluation would be received primarily by the school districts. In fact, the 1978 revaluation of Salt Lake County saw 90 percent of the increase in property tax revenues go to the school districts with the other ten percent being divided among the other taxing bodies such as Salt Lake County, the cities, the water and sewer boards and the special service districts. The four school districts reduced their levies about 32 taxing bodies reduced their levies about 45 to 50 percent. Since 50 percent of the property tax revenues go to schools, the revaluation of Weber County could mean a significant increase in property taxes. The question to be asked is, does it have to? If market values and assessed values double because of the revaluation, why cant. all. taxing bodies, including the schools, reduce their mill levies so that there is only a nominal, 6 percent, increase in property taxes? That question should be addressed to your school boards, your legislators and your local elected officials. The point to be made is that a 1982 revaluation of Weber County will not automatically double your taxes. A doubling of values could be offset by a reduction in mill levies. The purpose of the revaluation law is not to generate additional revenues; rather it is to equalize property values to ensure that all property owners are paying their fair share, no more and no less.
