Because the commission has two new members from last Novembers election and because there has been talk about ipaybe putting the issue of the programs continuance on a ballot, Sheriff Brant Johnson asked for the special meeting. Commissioners pointed out that there was no real need in placing the question on a ballot as previously suggested by the Davis County Council of Governments (COG) and we wholeheartedly feel the same. Originally officials of the county had asked for a review of the program to determine its effectiveness and its costs after it had been operating with two paramedic trucks for about a year. It was felt that if many citizens opposed the program, that possibly it would be vote on the necessary to ask for a county-wid- e program. Initially the program drew attention because e Davis County deputies were being trained to man the paramedic trucks, rather than firemen as is the case in some areas. However, because very few cities in Davis Coune fire departments, it would have ty have been difficult to establish a paramedic program county wide with only firemen. We feel putting such an issue on the ballot is unnecessary. The county commissioners, the sheriffs department, the hospital personnel, area doctors and a great many people who owe their lives to the paramedics have recognized the need for this service. How can anyone put a price tag on a persons life? Certainly the paramedic program does cost, but do these costs outweigh the need for such emergency service? We think full-tim- full-tim- -- not. Because many citizens in the county have not had the need to call the paramedics or see them An American Gritique flutfyire in action, they may not be fully aware of the services they offer. How would an uninformed citizen feel if he were to vote against keeping the program because he saw no need at the time of the election for their service, only to have a medical emergency strike his family later? Even though the program does cost the county in terms of equipment and training, the paramedics salaries are paid through the sheriffs department as part of their everyday wages. There is also no charge to victims for services of the paramedics, only for medication and supplies that must be replenished at the hospitals. At Mondays meeting, seven very persons, closely involved with the Davis County paramedics spoke to the commissioners. Each cited many valid reasons for keeping the program. Planet Jr Co., Hobart Div., Trammell Wilson Crow, Sporting Goods, Menlove Dodge, Shop, and Scott USA. He announced that the total dollars contributed in 1978 to the United Way including the Combined Federal Campaign at Hill Field, was $435,870. He also stated that the United Way administration costs were less than 10 percent which provides 90 percent of the dollars raised to go to the agencies providing services to county citizens. We are now being passed up by Canada, France, Japan, and have, reduced drastically taxes, but most importantly, by way of greater wage and fringe benefits, these countries have increased their rates of savings and investment. During the period from 1965 to 1975, Americas wage and fringe benefits only amounted to 16 percent. For this same period, Canada rose 48 percent, while France, West Germany, Sweden, and Switzerland rose between 50 and 80 percent, and Belgium, Italy, and Japan rose over 100 percent during that decade. Suppose all Americans could have received wage increases and fringe benefits amounting to between 50 and 100 percent? There would probably be no une- mployment, greater production, cheaper prices, more savings and investment, and less inflation from business, industry, and professions. Organized labor would have realized its desires also. But instead, American government has been so hard on economic growth, that government is even responsible for the low growth potential of its own Social Security tax base, making it necessary for government to increase lor the people anymore. The State of Utah Office of Child Development published a leaflet on the subject for parents. Here are some excerpts: In looking for possible hearing problems, parents should get help if the child doesnt turn toward the source of sounds or voices by six months of age. Other warning signals are runny ears or earaches, unusually loud talk by the child, no response when called from another room, and turning the same ear toward a sound or voice the child wants to hear. Signals of vision problems? Among these are frequent crossing of eyes; red or watering eyes; encrusted eyelids; eye pain; difficulty picking up or frequent have been dropped; holding the that small objects locating head awkwardly, tilting it to either side, or moving it backward of forward when looking at a particular object. By age one, the child should be able to sit up without support. At age two, the parent should get help if the child is unable to walk without assistance. Parents should also look for help if the child cannot walk up and down steps at age three; cannot balance on one foot for a short period at age four; or cannot throw a ball overhand or catch a large ball that is rolled or bounced at age five. The leaflet advises parents to work with their children if there is a question about any of these areas. If, for instance, the child of three cant walk up or down stairs, maybe its because there arent any stairs in the house and the youngster simply hasnt had a chance to practice. Children learn from experiencing a skill or watching it accomplished by someone else, and often young people need to see this demonstrated over and over again.
