Guests te water-color- s, 0. rv Centerville Declares Blight Area In order CENTERVILLE to receive federal funds, the Centerville City Council has declared a section of town to be a blighted area. Councilman Lee Duncan said three streets,' 100 North (from Main Street to 400 East), 100 South (from Main to 400 East) and 200 South (from 200 East to 400 East) all are in need of repair. Mayor Neil Blackburn said the city needs to remove and replace damaged asphalt and curb and gutter areas on those streets, and repave and replace the asphalt and curb and gutter. He said the city will need $103,000 to do the job. The city will be able to supply $72,000 of that amount. The city is hoping to obtain another $30,000 through a community development block grant, Blackburn said. Mark Palesh, city administrator, said that in order to qualify for the funds, an area must meet one of three criteria: 1) it must be an area of low or moderate income, 2) the funds must be used to prevent or eliminate a slum or blighted area, or 3) an emergency situation must exist that needs to be corrected. Palesh said the area affected would need to be declared a blighted area for the city to receive the funds. If the city receives the federal grant, it must match the funds with city funds. Duncan said the city could designate the area as blighted because of the severely deteriorating condition of the streets caused by spring flooding. The city also plans to repair 300 East from 100 North to 400 ble for cable TV runs along utility lines near his home. He has studied at the San Francisco Conservatory of Music with Michael Lorimer and in Spain with Maestro Jos,e Tomas, both proteges of the renowned Andres Segovia. In 1977, Jensen gained national recognition as a prizewinner in the classical guitar competition in Carmel, California. For the past several years, Jensen has given concerts throughout the western states and has been a featured artist on radio and television. The membership party will p perform classical selections on his guitar at the BountifulDavis Art Center on Sat., MILTON JENSEN will Oct. 8. ' ' , Some neighborhoods have voted not to allow cable TV into their neighborhoods, Larry Bell, 700 E. 800 S., was told at a Sept. 20 Centerville City Council meeting. Bell was at the meeting to complain that Wasatch Community TV had refused to provide his home with cable TV service. He said representatives from the company told him it would be two or three years before the company would be able to serve his home. Bell, however, noted that ca , Tess Porter, city recorder, said many people were so adamant against cable TV when a franchise was granted to Wasatch Community TV, that the council agreed that certain neighborhoods in the city would not have to have cable TV if a majority of those residents specified they did not want it in their neighborhood. Councilman Lee Duncan said the cable company agreed not to service those neighborhoods. Mayor Neil Blackburn said he found the decision by a past city council to be incredible. The agency was granted a loan from the city earlier this year in an amount not to exceed $350,000. The loan was to allow the agency to continue operating until the end of the year, since the agency was expected to run out of funds before the end of the year. Randy Sant, RDA executive director, .said the agency will likely borrow $100,000 from the city by the end of 1983. He said the money, however, will be paid back in full including interest when the agency receives its' property tax increment money from the county later this year. He said that in the future agency officials will make a budget for 8 months instead of for 12 months to help alleviate the problem of the agency running out of money in the future. Sant said the agency officially ran out of money in July, which is when the agency began borrowing funds from the citv.
