This translates into savings of more than $40,000. Faced with the prospect of raising fees or requesting increased financial support from Roy City, complex director Virgil Howe decided to find ways to cut energy costs along with other money saving measures. The complex was built in 1973 and was designed to function in an economy that had cheap and abundant energy supplies, said Howe. When the energy crunch hit in 1974, Howe faced the prospect of skyrocketing gas and electric bills. The cost standpoint scared us to death. We started thinking about how to modify or change things so we werent stuck with Howe continually explained to employees the need for conservation measures. Howe knew that turning off lights would barely dent soaring bills so he and the late Dick Horne, the complexs former building engineer, sat down with other staff members to generate energy saving ideas. We analyzed each plan to see if it was practical and whether the payback justified the expense, said load programmer saves 15 percent yearly on the complexs total utility bill. The builders tried three or four different techniques and none of them operated properly, said Howe. With typical resourcefulness, Howe and Horne designed their own successful version. When you have to implement solar after the fact, the costs sometimes said outweigh the savings, Howe. Howe and Horne decided to increase the efficiency of existing energy systems.' In the winter, air as cold as 10 degrees is drawn in from outside and heated to 75 degrees by the furnace. Mansfield decided to find a way to mix the hot air in the boiler room with frigid outside air.'
