Show presidents REPORT 0 F ELDER SCHOOL DISTRICT 1903 1909 1310 1910 pursuant to see sec 1891 x 12 chapter 16 ot of the school law of 0 the state of 0 utah I 1 hereby submit my annual report to your honorable body i commend you for your energetic effort in behalf of your constituents for our regular in the sessions ol of the board together with the impartial service which ou oil have rendered the cause of education through the economical expenditure nf if tile the funds in your charge as a public servant financial statistical aspect the financial statistical aspect of our schools show some interesting figures the total expenditures for the bear ear apportioned among the school poul atlon of our district an 54 would give to each 3 making the cost per capita of school population of box elder annually of the school population of box elder only presented themselves for registration and eze enrolled making the cost per capita ot of those enrolled 42 and or of the number enrolled eni oiled only 2971 were in ili attendance making the actual annual cost per capita 31 51 for those actually actu ally in attendance at school the difference in expenditure of those enrolled and those in ili actual daily attendance must be very iery largely considered ii wasted asted because space and convenience and equipment quip ment must be equal to the enrollment and again the llie time ol of the class is sometimes sacrificed sor for the benefit of the absentee that lie he may be reinforced to go on the daily cost per capita of pupils actually in school Is ar and the dally daily cost per capita of pupils enrolled is age whilo the per capita cost it if all were in ili school of school age would ile he it must tie be remembered the funds and also the time and energy on the part of the pupils which is wasted in one ense case and economically expended in the other is furnished by the patrons and the public and ou our manifest fest obligation is to expend this fund economically and check every waste of energy and drizzle of funds I 1 feel that every normal c child 11 ild with a perfect record for punctuality and attendance may complete tile work of the primary school graduate from the eighth grade at 15 3 icara cars ot of age many will have hati completed this course before their year the earning capacity of every child of the above age is perhaps not far from 1 per day and increases very rapidly from this time on hence a child who Is in the grades after the year loses his earning capacity of 11 1 per day for days and costs the school administration 1 31 I making a financial loss of and this at a conservative estimate to abid the occurrence occur ence of this it 5 only necessary to enter the alie school it at the appointed time and insist upon regular attendance to attain which 1 favor compulsory attendance between the ages of 8 and IG for the entire school year whatever that may be for all who haic baic not lot completed the work of the primary school comprising the first eight grades only 65 per oc cc nt of the school pop i illation was enrolled eni oiled in the public schools during the past year with about 71 per cent in actual daily attendance if out our school term of eight months is too long arid and I 1 think it it should be modified and it if it is acceptable attendance for the full term should be compulsory centralization and consolidation statistics indicate arid and experience proves that the larger schoos schools are arc more effective tive in ili securing punctuality and regular attendance and promotes pio motes school atmosphere all of which devel stronger arid and more mole efficient pupils theofore Ther fore I 1 fat baor or extended consolidation and centralization making close supervision and operation cooperation co more extended giving compa comparative rathe c quality equality to all with special favors to none to secure which I 1 encourage the erection of central schools and the transportation of pupils funds for today I 1 compliment the board upon the fire conversion comer sion of idle property into ac tic dic useful funds which is needed and suggest the further conversion ot of idle school property and premises into active funds for or the use or of the present generation salaries of teachers the salaries or of school teachers are aie steadily adian advancing cing throughout the nation and the increase which box elder has found possible to make lias has had a stimulating shmul biting effect in so much that we nie arc able tills this season to select select our teachers from numerous applications this is ii especially true of 0 lady teachers I 1 believe there is no professional field that Is more exacting upon the human organism than that of teaching and the salary alary that wo we are able to offer is but a pittance in ili comparison to the strain truant officer the appointment of a truant officer is another fruit of consolidation and has had a very wholesome effect wherever it has been necessary to use him I 1 favor the appointment of add additional truant officers as the situation may require i high schoel I 1 appreciate the liberal suppo it which your honorable body has accorded our splendid high school a and id feel the importance of honoring it ai the head of the public school system of box elder county I 1 appreciate the awakening that has come to put pupil and pation through its wholesome influence and I 1 hope to see it filled to its capacity this ear car I 1 think the per cent of graduation very flattering indeed arid and I 1 doubt if any high school in ili the state equals this per cent in its graduating class our dox box elder high school is a worthy common pride of every person in ili box elder cider county the following is an all
