President Roosevelt is trying to do this by his proposal to re duce the number of hours in the work-wee- k until the unemployed are absorbed. The Presidents plan contemplates doing for labor what the AAA did for agriculture, and the NRA for business, namely, the creation of an artificial scarcity of labor as a commodity. This would result in a more even distribution of the 60 billion dollar annual income which we now produce, which would probably be an advantage; but it would not necessarily increase the total output of goods and service. The Industrial Expansion Act, according to its sponsors, seeks to use the power of the state to guide industry in the direction of abundance rather than artificial scarcity. Will The machinery set up in the Industrial Expansion Act," they say, is patterned after the administrative set-u- p of the NRA and the AAA, but unlike those acts is based upon congress power to regulate interstate commerce rather than to legislate for the general welfare." Also, unlike the NRA, the Industrial Expansion Act seeks to cover only the essential iifjus tries, rather than all industries re gardless of size. It was in its effort to control small industries, like cleaning and dyeing, beauty parlors, etc., that the NRA bogged down. The vital distinction between this and other acts, however, is that the power of the state has heretofore, been invoked to restrict production to the level of the effective demand, whereas under this plan it will be used to increase production to capacity, providing at the same time a means of ab sorbing the increase. As matters now stand, even though industry would like to increase production, no one industry can do so, because the sale of its products depends on the buying power of workers in other industries. Of The Utah Labor News Secretary-Treasure- r, UNION LABEL TRADES DEPARTMENT During the past few years, the Constitution of the United States has been one of the chief subjects of discussion. The Declaration of Independence, however, is a much more mandatory document. It was the proclamation that really brought the result of forming the original thirteen Colonies into the greatest Nation on the face of the earth. Through the glorious victory gained by the Revolution which was proclaimed on July 4, 1776, our forefathers had put into practice the principles of collective bargaining among these commonwealths. They won for us political freedom. In the same manner workers, if organized into Labor Unions, can win for themselves economic liberty. Allow me to paraphrase the sacred words of the Declaration of Independence. Let us assume that it is worded thus: All men are created equal and endowed with certain inalienable rights. Among these are LIFE, LIBERTY and the PURSUIT OF HAPPINESS. To secure these rights, UNIONS are established among workers. Union conditions can be obtained only through organization. They can be maintained only by patronizing the Union Label, Shop Card and Button. In the same spirit and with the same loyalty to each other that was applied by the Founders of our Nation, if American workers and their families would make this declaration on July 4, 1937, and use their collective buying power, they could win both social justice and economic freedom. , |
