Since domestic copper was 12 cents per pound it has been out of the control of the producers and has soared despite all efforts to keep it within reason. Armament buying abroad and speculation, both abroad and in this country, are solely responsible for the sky rocketing quotations. It is correct that there are a few mines in this country which can produce copper for 5 to 6 cents per pound if they pay wages in proportion and there are other copper mines which can make copper for 8 to 9 cents, likewise if wages based upon that price were paid, but all of these mines together could not produce enough copper to fulfill the requirements of this country. It has taken, in years past, at least a 12 cent price to bring enough copper out to supply United States demand. However, there is another factor. Inflation is inevi-;ablthe shorter work week is coming, mounting costs of living make higher wage scales necessary to maintain American standards of living and, in order to provide for this trend, higher copper prices are now necessary. Hence, where it required a 12 cent copper )rice to bring out the required metal a short time ago, it is now necessary to have at least a 15 cent market to get enough metal to supply U. S. needs and to pay the vages required to maintain proper iving standards. It is further true that the copper eXise tax has no immediate influence on the present price but only because United States copper producers have not taken advantage of that protection for the purpose of raising the price but merely to keep the American market for American producers. The rise in copper price in this country has from only come . when forced abroad, U. S. producers using all efforts to keep the price reasonable and stable. Copper Tariff No Emergency The copper excise tax was not passed as an emergency in 1932 nor have the conditions requiring such protection changed now, as claimed by its opponents. The same foreign competition still exists with its Tow costs, subsidized industry and cheap labor. Furthermore, Africa, South America and Canada are now able to produce more cheap metal for which they must find a market than they could in 1932. In fact, present conditions require copper protection more than in 1932 for New Deal trends in this country; improving standards of living; shortening hours; providing security against unemployment and old age; and the social revolution through which thisna-tio- n is passing, makes a greater contrast in conditions and costs under which copper will be produced in the future irk this country as compared with foreign countries where no such trend is in process. There is, without doubt, a temporary shortage of domestic copper caused by speculation of consumers. This shortage has been caused by the speculative g of consumers themselves. A strike at the Lebanon, Pa., plant of Bethlehem Steel corporation was settled by agreement, with all workers returning to their jobs pending negotiations between S W. O. C. officials and management. Capture Company Unions In the Bethlehem mills followers of the steel union virtually captured the company unions. It is estimated that of a possible 250 representatives in the four big mills of Bethlehem Steel there were 150 S. W. O. C. men elected. In no instance was there a campaign on the part of S. W. O. C., other than the backing initiated by the men themselves in the mills. What the new steel union has brought to the steel workers in money alone was shown by a report of the American Iron & Steel Institute. Payrolls of the industry now are at the rate of $1,055,000,000 annually, highest in history, as the . word-of-mou- th result of the increase of approximately $130,000,000, on March 16, when union contracts became effective. The average hourly earnings exceed the 1929 average of C5.4 cents an hour by 28 per cent, the Institute reported. The latest information to the Institute was that workers were averaging about 41.5 hours of work a week in the first two months of 1937. Branford Steel Strike Settled Conn. (UNS) BRANFORD, A strike at the Branford Malleable Iron Fittings company was settled with an agreemnt that brings recognition of the C. I. O. steel union for purposes of collective bargaining for its members. A 10 per cent wage increase was granted as of March 8, and a 5 per cent increase on May 3. Moulders are to work 45 hours a week.
