Under the Clean Air Act, states have 9 months from June 3, 1994, the date of federal promulgation of the new increments, to revise their rules to change implement these provisions. Proposed amendments to R307-1-- 1 the definitions for baseline date and net enmissions increase. The new annual PM10 increments are an arithmetic mean of 4, 17 and 34 for Class I, II and III areas, respectively, and a maximum of 8, 30 and 60 respectively. Other changes in R307-1-3.- 6 clarify that baseline areas established ior TSP remain in effect for PM10 and that minor source baseline dates established for TSP remain in effect for PM10, with some exceptions. Part 72 details the responsibilities of states in Phase II permitting, which in Utah includes all utility boilers operated by Deseret Generation and Transmission, Intermountain Power Project, and PacifiCorp.
