Show Horses to be discussed by Council The Salina City Council will present a proposed horse ordinance at the next City Council Meeting on Tuesday, February 20, 1996 at 7:00 PM. This meeting has been changed from the normal Monday because of the observance of Presidents Day. Anyone wishing to speak to the council on this matter needs to contact City Recorder, Valdo Heath, so that a proper agenda of speakers may be made. Interest persons are invited to attend. Those desiring to be on the agenda and speak need to contact Alma Blake at 5 by February 26, 1996. 529-706- Annual Dog Clinic Thursday The annual Salina City Dog Clinic will be held on Thursday, February 15, 1996, from 3 PM to 6 PM at the Salina City sheds. The cost to licence is $5 for spade or A Swap Meet will be held in Aurora on May 25, 1996 as part of the Centennial celebration. People are being sought to partici- pate by purchasing a booth to display and sell yard sell items, craft or other homemade items. Items may be either new or used. The Committee is also seeking creative input from current or former Aurora residents. The Swap Meet will be held from 9:00 AM until noon. The cost for each booth will be $10 plus an addition $5 charge if the committee furnishes a table for the booth. Nearly 150 people were in attendance and enjoyed line and regular dancing according to auxiliary members. Many sponsors gave donations that were given away as door prizes. The big winners however, were Merlin & Julie Durfee of Aurora who won a trip to Mesquite, NV. The Blackhawk Arena Board presented the Fire Department with a plaque honoring the departments community service. The Board also donated $500 and Hales Sand & Gravel donated $100 to the department for the Centennial fireworks display. The Fire Department Auxiliary would like to thank all of the sponsors for the generous donations, the Blackhawk Arena for the use of the facilities and everyone who helped to make the Sweetheart Ball a success. Blackhawk installs sign 529-724- 4. Tow truck victim of hit and run An apparent hit and run accident occurred on Monday, February 12, 1996. The accident occurred just north of the Scenic Quik Stop located at 1525 S State. According to police, the vehicle, identified as a white pickup with two lights on top, was filling up at about 6:00 AM when the unmanned vehicle began rolling away from the pump, breaking the fuel line and spilling three or four gallons of fuel. The truck rolled down the hill between Scenic Quik Stop and Safari Shell. It then crashed into a tow truck belonging to Randal Johnson. The suspect -- W" 33tH3Si ate then entered the vehicle and fled the acci- dent scene. According to Johnson the accident bent the frame, dented in the rear corner on drivers side about six inches and destroyed the towing mechanism on the back. Johnson said he was glad that the runaway truck hit the wrecker rather than continuing down the hill and crashing through the Safari Restaurant. Police are still searching for the suspect vehicle. Anyone with information pertaining to the accident may contact Salina City Police. A reward has been offered. Tom Summeral once again came before the council to clarify what he could do with the construction of his shed. Summeral told the council that he was under the assumption from the variance committee that he could do $500 worth of construction with out a building permit. He also told the council that the county building inspector had told him that mendations on improvement and estimates on the amount of power that would be required to properly run the lighting system. John Johnson, from Sevier County Mosquito Abatement made a request to the city to continue using the larvacide control. The council was informed that the city purchased two cases of the larvacide last year. The council decided to purchase three cases the council had ordered the shed red tagged. Councilman Duane Burr denied that the red tagging had been ordered by county said they would use the cases to control the heavy mosquito areas of the community. Jolayne Camp appeared before the council and asked them to put a notice in the newspaper for a public hearing on the rezoning of her property. The City Council told her she must first appear before the new Zoning Commission with her request. Then, if the Commission thought it was prudent, it would be presented before the did admit that the council had misplaced Summerals application for a building permit. He was given permission to continue construction on the shed as long as it was used to store hay. When Summeral asked what would be done about his animals, he was told that it was a different discussion for another time. Wes Owens requested permission to put a candy machine in the foyer of the library. The council decided that they would need to investigate the legalities of putting a vending machine in a public building. They also informed Owens that if his request was granted he would need to obtain a business license. The Blackhawk Arena Board presented the bids they had obtained for the construction of a new sign in front of the arena. They also requested the use of the Citys backhoe to aid in the construction of the sign. These requests were approved by the council. The Board also informed the council that work had begun to level the hill west of the arena to provide additional parking. Sheryl Baker, of the Salina Riding Club presented for approval the right to have a Grand Marshall for the rodeo and let the Grand Marshall lead s parade of horses The name submitted for the Grand Marshall was Leo Crane. The Club also asked the city for assistance in upgrading the Clubs arena. The Club has had a problem with both the lights and the poles on which they are affixed. They also requested permission to take control of their own concessions. The sign will be situated on top of the hill to the south of the 600 S. entrance road. The double sided sign will be 25 feet high. It will contain an area eight feet high by 24 feet wide that will say Blackhawk Arena in two and a half foot lettering. Under this will be a 21 foot programmable electronic message board. The message board will display upcoming events. The sign will cost about $46,000 to construct. The sign is a joint effort by the Innkeepers Association, Sevier County and the Blackhawk Arena, which will use proceeds from concerts and other events held at the The Blackhawk Arena Board feels the sign will provide better publicity and more exposure for the arena, but will also assist visitors from outside the community in locating the entrance to the arena. Jim Casto from the citys public works department informed the city that the problem could be fixed using a procedure called a bandaid that would temporarily seal the leak. He told the council that the entire water system needed to be rebuilt, especially the valve system under Main and State streets. He said that main of the valves are either lost or broken. We have to fix the problem with the line live. There is no way to fix the problem right without shutting the whole town off, said Casto. Personally, were sitting on a time bomb. The council decide that the would look into the problem but that nothing would be done until the State approved money to up- date State street. Councilman Burr explained that the State has held the City back for seven years, even though the City has never submitted a plan to improve the water to neither the State or the Department of Transportation. Councilman Ted Hallows said. We cant be bandaging the whole town forever. Also, the hills west of the arena are currently being leveled to provide additional parking for the arena. According to Greg Noyes of the Blackhawk Board the long term plans for the arena include additional stalls for livestock and an outdoor arena. We would like to see this become the premier equestrian park in Utah, said Noyes. Noyes said that these additions would help not only the arena, but also the community. Jail and area crime discussed Sheriff John Meacham spoke to the residents of the City of Redmond on Wednesday. February 7, 1996 in the Old Redmond City Hall. He began by telling the residents about the completed County Jail in Richfield. He explained how the financing for the $9 million complex came about and that the land where the building sits was purchased with confiscated drug money. The new facility. The facility has bed space for 132 inmates, including 32 women. The prison is under contract with the state to house 70 state inmates. Sheriff Meacham then presented residents with a handout that showed the western states incarceration rates per 100,000 population based on information from December, 1992. The rate for Utah was 52.
