In 1928 the results of the popular vote and the electoral vcte forecast with accuracy of more than 95 per cent. In 1932 the Roosevelt-Hoovresult was charted within one per cent of actual results. STAND? One of the principal complaints in this campaign year, has been that the President was given too free a hand to spend too much money. Of course everybody knows that is not the regular way in which the United States Government conducts its affairs. No one should overlook the fact that if there is any fault in this proceedure the blame is on the doorstep of Congressmen. A competent Congressman is certain to retain all of his constitutional rights and powers and insist on the old system by which Congress says how much money shall be spent and for what purpose.
