mr mi j john 0 yh n bright briet was read rad rochdale rockdale Roc hdale march 25 1860 isoo 12 my dear mr lloyd 1 I feel sorry t that hat I 1 cannot be at your meeting tomorrow mor bor novil rovil night to witness and to help heip elp the expression of the sentiments of birmingham upon apon the question which om uch interest through out the trie country I 1 cannot write as I 1 co could uldis speak p eak but I 1 must write a few lines to you yow ehe the ler jer franchise anchise Er pu chipe chife bill now before par lament 1 S a perfectly it will if it become law give votes more extensively extensively to ta the mid mij middle middie die dia class elass both in counties and boroughs and it will overthrow the principle of working class exclusion which was established by the theRe thene reform forin act of 1832 it will ivill admit to the franchise franchi se go so many oc of the working men in all important and populous loui ioui boroughs and hey they as a class will no longer feel themselves them intentionally excluded and in aln sult edby the law 1 l diw in the counties it will enfranchise men and it may be expected in some counties to make the representation less that of the class of landlords and more the great body of the occupier houses and land within the county count it wiil wilf will enfranchise in london and all the great cities a considerable nuni number af pf 9 young men and of artisans artl arti who live or in parts of houses and it will thus extend the 01 many not included in the suffrage granted bythe reform act 1 41 isay I say the bill is an honest bill and if it itis ig the least the government could omer offer that leis itis the greatest which the government could ebule carry through parliament i parliament Is never hearty for reform form or for any good measure it hated ther beform bill of 1831 and 1832 it hat edethe edithe bill which repealed the corn lawin law in 1846 it does not like the fran chise Bill now low upon its table twe it is to a large extent the offspring of landlord pow power errin enrin inthe nithe count counties isi and of o f tumult and corp corr corruption tian in the boroughs I 1 and it woula would be lid strange if such a parliament were in favour of freedom and of an h honest ones representation of t the he people B but rutn withstanding notwithstanding t sueh such parliament t his this bill ill iii will wiil pass if birmingham and other tows will do their duty dut y f there is opposed to it the tory party of whose blindness and folly we have atun abundant dant proofs in all its ita history we have now no reason to expect from it a wiser course and we have a small section ti 1 on of men who do not accept the name of tory but zealously do its work vork these combine to form a conspiracy on which all the hopes of mr disraeli and the opposition are ba based sed I 1 think a more dirty conspiracy has i not been seen in the house of commons commo nil during many generations it is ls is 14 directed a against ainest the bill and not less against lord LOM russell Eu ssell by whom the liberal and 1 I n d p popular 0 p air policy ol 01 of the govern government men t has bee been nd determined elterm what should be done and what must be done under these circumstances you know what your fathers did thirty four years ago and you know h now the result the men who in in every speech they e utter insult the ohp working men describing ing them aa as a multitude given up to ignorance and vice will be the first to yield when the popular will is loudly and resolutely expressed if parlia ment street from charing cross to the venerable abbey were filled with men seeking a reform beform bill a as it was two years ago when men came to do honor to an illustrious italian these slander ers of their countrymen would learn to be civil if they did not learn to love freedom this bill appeals to the middle and working classes alike it js a measure of enfranchisement to both of them and they should hea heartily itil unite in an effort to make it a law that which the tories and the dirty conspiracy oppose cannot but deserve the support of every liberal man in the kingdom if the population of the birmingham district would set apart alart a day not for humiliation but for a firm assertion of their rights in great meetings or in one vast 9 gathering atherl ng they might sustain this franchise bill and beat down as by one blow the power that threatens to bolt the door of parliament against the people 1 I hope we shall see in all th the e towns of great britain during the coman coming g fa fortnight rt I 1 a great support of the government 0 v r and the bill if the vote of want of confidence fa is carried against the government there will be a change of ministers s or a dissolution of parliament jf f the towns do their duty the government willbe willda safe iafe and the suffrage rage once established on a more rational basis the country can then turn tum its attention to the arrangement and distribution of seats which is J just as needful as a wider s suffrage to give us a fair representation of the nation great meetings and great petitions will bo be not only useful but effectual I 1 am very truly yours youra JOHN BRIGHT lloyd tloyd esq birmingham 11 the letter was wa received with the greatest enthusiasm during the thai evenin g th follo ing i
