Without such a law the unions can make a new demand every three months and it must be granted for no means af dealing with such an emergency has been provided. One sugar company was last year compelled to spend $20,000 to bring inMexican labor to save beet sugar crops planted in three states, and then many of these laborers had to be taken to work in cantonments.
