to you the state of tile the city affairs and make such recommendations ns as may be considered wise and at the he commencement of my term I 1 may therefore bo be pardoned for this brier brief communication I 1 feel that brigham city is to be congratulated upon your election to office and I 1 trust that partisan politics will not enter into your deliberations tion 9 and that we shall work tor for the interests ol of brigham city and that it may inay maintain its high standard realizing tile the value of electric power some time ago 1 I on behalf 0 of the city filed in the office of the state engineer tile the surplus water at the intake of the electric pov power er plant and would recommend that as soon as practicable that this pow PON er be harnessed up which will require the alio installation of a 2nd and pipe line or of about the same dimension as the one now in use which could bo be installed at nominal cost considering the revenue that will be derived there I 1 aiom i om to the city I 1 call your attention to the fire anre station which is nearly completed and in this connection permit me to say that the city has agreed with the county commissioners to pave the walk at the north boundary of the county court house grounds plant a hedge on the line remove the iron fence to the north boundary of the city property upon which the station is located and to further improve the grounds by enclosing it by a fence and bea beautifying unifying the same and I 1 recommend that this work be ba accomplished with all reap rea finable diligence I 1 call your attention to the condition of the streets which have been greatly improved and are in a good condition generally and recommend that the streets be further improved and would suggest that as soon as the revenue will permit that the sidewalk on the south side of forest street be paved from slain street to the depot and think that the city could afford to bear a portion of this burden in connection with the abutting property owners I 1 recommend that steps be taken to improve the city parks parka so that the people may derive some benefit and that the cemetery be improved in a manner to commemorate the respect due our dead I 1 recommend that steps be taken to abate all corm corela ls la and fausca till buildings that may be a menace to the public health I 1 suggest that the council operate cooperate co with the people in ill a manner not expensive to either in the establishment of a public gymnasium under such attractive supervision as will detract from evil and uselessness and correspondingly pon add to the value of good and useful citizenship and I 1 recommend earnest and energetic work in this matter the city has recently installed a new reservoir thus enabling it to ex tend its water system and I 1 recommend that the water mains be further extended so that our people may enjoy the benefits derived the creek at the mouth of the alie can ion in mantua has been Io lowered ered and I 1 recommend that it be further lowered ind and thus increase our water supply I 1 call your attention to the ordinances regulating the liquor traffic and tile the pool and billiard halls and say that brigham city may well be proud of bf the stand she has taken and say to you that so far as I 1 am able to judge the tegu regulations lations are all that we ve can desire the revenue of the city is larger the liquor traffic is controlled the peace of the city is good and I 1 think that all concerned are living up to tile tho letter of 0 the law relating to tile the same and in this connection I 1 commend ou oil to the of the and departments and recommend that the policies established be maintained for the present at least I 1 call bour our attention to the fact that the ordinances of brigham city have been revised and that the recorder has been authorized to have the same printed and would suggest that this be accomplished with all due diligence because the old ordinances in many respects were faulty and in some in atances hm have a been declared ot of no force and effect I 1 shall expect each efi ker K er to conduct the affairs of his office in a systematic and businesslike business like manner I 1 shall insist upon each and every appointive officer or agent or emp employee em ploce loee giving to the city value received for the compensation pensa tion he receives and that he perform his duties without partiality or favor I 1 fully appreciate the tact fact as I 1 know boti you do that the revenues will not permit you to fully complete the improvements suggested as you would like to see them completed but am fully convinced that with the prevailing sentiment of our people for greater brigham city these improvements should be undertaken and that we should enlist the support and operation cooperation co of our citizens in making our city inviting and attractive so that people will be glad to come to the city of homes and that brigham will take its place as the
